Summary

of Position

Under general direction of the City Manager or CMO designee, manages the creation and implementation of various project agreements, oversees various complex projects coordinating a project management team which includes supervising the functions of assigned positions. Additionally, provides research on various subject areas as well as technical, administrative and decision support related to policy analysis, procedural interpretation and implementation and management of assigned work areas, projects and programs;

supervises administrative staff.

Essential Duties and Responsibilities
  • Develops systems and resolves complex and sensitive problems that may or may not have a specific department or organization for a point of contact.
  • Manages multiple programs and special projects simultaneously. Examples may include areas such as acting as the primary contact for franchise utility, agreement development and tracking; assisting with the development of City legislative agenda, and tracking, reporting, and coordination of City’s legislative delegation and testimonies to the state legislature; public transportation management; and other special projects as assigned.
  • Negotiates and coordinates with consulting firms, utility companies and project owners as required to create workable solutions for design and constructability issues related to projects.
  • Assists in investigating and resolving customer inquiries and complaints ensuring that contact is made by appropriate City staff and issues are resolved or final communication has occurred.
  • Plans, prioritizes, assigns, supervises and reviews the work of administrative staff in the City Manager’s Office.
  • Assists in the selection of administrative staff and provides or coordinates staff training. Provides timely and accurate performance feedback, and administers performance reviews for supervised employees.
  • Provides administrative support to City Council Members and assigned supervisor as needed. Coordinates City Council orientation for new Council members and works with appropriate departments to develop content and conduct Council orientation briefings.
  • Tasked with developing a City Council feedback and tracking tool to assist with Council and constituent issues, questions, or inquiries.
  • Participates in Capital Improvement Plan meetings and projects as assigned.
