Job Description

Collin County is seeking candidates for the position of Superintendent in the Facilities department. This position assists the Director of Facilities with the administration of the Facilities Department in the planning, coordination, and administration of departmental initiatives and operations. This position plays a critical leadership role in supervising the Facilities Tech Coordinators, overseeing daily operations, managing budgets and contracts, and ensuring compliance with applicable regulations.

Job Functions (include but are not limited to):

  • Supervise direct reporting personnel, which includes recruiting, interviewing, and hiring for position vacancies, training, conducting employee performance reviews, resolving personnel issues, and handling disciplinary actions and terminations.

  • Write and implement department policies.

  • Participate in the preparation and management of budgets, including cost analysis and expenditure review. Coordinating with the Purchasing, Auditor, and Budget departments, as needed.

  • Administer contracts by preparing scopes of work, writing specifications, evaluating bids, and overseeing vendor performance.

  • Ensure compliance with federal, state, and local codes and regulations by conducting inspections and corresponding with regulatory agencies.

  • Control and manage utilities and energy conservation by utilizing energy management systems, corresponding with utility companies, attending seminars, monitoring, tracking and reporting system and utility usage, evaluating and implementing procedures and recommending modifications.

  • Consult with other county departments on the renovation, utilization, and development of county-owned properties. Participate in the selection of architects, engineers, and contractors for Facilities projects.

  • Perform related duties as assigned.

  • Coordinate preventative and corrective maintenance for all building systems.

  • Respond to emergency maintenance needs and manage critical incidents to ensure uninterrupted facility operations.

  • Conduct regular site inspections to identify and address potential safety hazards, maintenance issues, or opportunities for operational improvements.

Candidates must have technical knowledge normally acquired through six months to one year of advanced study or training past the high school level. An associate’s degree is preferred. Must have a minimum of five years directly related experience. Strong knowledge of building systems, maintenance practices, and applicable safety and regulatory codes. Must possess and maintain a valid Texas Driver’s License with an acceptable driving record.
