PROJECT ENGINEER - OCONUS

American International Contractors (Special Projects), Inc. (AICI-SP) is currently seeking Project Engineer candidates to work on upcoming secure projects OCONUS. An ACTIVE U.S. Secret Level Security Clearance is required for this position. We are looking for individuals who hold an active secret security clearance and have experience as a General Contractor on overseas U.S. Government Construction projects valued over $100M.

This position reports to the Project Manager or Operations Manager and involves design management, budget, contract administration with the client, planning and scheduling, control of materials procurement, management of subcontractors, reporting to client and to regional and corporate offices, document control, and mentoring personnel in policy and procedures.

Responsibilities
  • PROCUREMENT:
    Plan, develop and manage project construction engineering activities and schedule; coordinate procurement items to the project site.
  • Supervise preparation of Purchase Requisition s.
  • Manage the submittal process and obtain approvals of all shop drawings from the client.
  • Prepare quotations to the client utilizing supplier information and technical data.
  • SCHEDULING:
    Lead project meetings; monitor progress to ensure quality and adherence to contract documents; oversee development and maintenance of the fully cost-loaded project schedule.
  • INTERNAL REPORTING:
    Coordinate the collection and dissemination of technical information within the company and with the client; maintain organized project records.
  • COST CONTROL & BUDGET:
    Assist in pricing, estimating, scoping strategies; prepare probable construction cost estimates; analyze reports and data to plan and design the project; prepare design computations and quantity estimates.
  • DESIGN MANAGEMENT:
    Review designs, drawings, and specifications; assist in client communication; assist in preparation of reports, schedules, environmental studies, permits, and designs; instruct technicians to produce working drawings.
  • ADMINISTRATION OF CONTRACT WITH CLIENT:
    Develop and foster relationships with the client; manage subcontractors; prepare S/C agreements ensuring clear scope, schedule, terms, and interfaces; manage subs, payments, progress, and claims; serve as Project Manager in absence.
Qualifications
  • Must be authorized to work in the United States.
  • Must have an active U.S. Secret Level Security Clearance.
  • Bachelor of Science in Engineering, Architecture, Architectural Engineering, Construction Science/Technology or Construction Management.
  • Minimum of 5 years of professional experience as an engineer or architect managing comparable work.
  • Experience in all aspects of design/build contract execution; experience on projects valued at $150-$200M.
  • Proficient in Microsoft Office, Revit and BIM.
  • Excellent planning, organizational, verbal, and written communication skills; independent with minimal supervision; professional and diplomatic; high level of confidentiality.
Preferred Experience
  • Bachelor of Science in Project Management, Engineering or Architecture.
  • International U.S. Government Construction industry experience with diverse cultures.
  • Registered Professional Engineer; OBO experience.
Physical, Mental And Environmental Demands

The job requires working on a busy construction site overseas, often away from family, in locations with restrictive laws and social norms. Work includes a 60-hour week, 6 days per week, 10 hours per day, with high-stress conditions and exposure to construction hazards, extreme temperatures, dust, fumes, and chemicals. Reasonable accommodations may be provided. PPE is required on site.
