Do you love navigating complex technology landscapes and safeguarding critical systems? Do you enjoy solving complex business problems in a fast-paced, collaborative, inclusive, and risk-conscious delivery environment? At Capital One, you’ll turn international risk from a gate placed in front of the business into a capability built into the flow of it, giving a fast-moving global business the confidence to grow.
You’ll do it alongside a group of makers and doers who love to solve real problems and meet real customer needs. We are seeking a Director to lead the International Strategy and Enablement (ISE) team as part of the Second Line Global Payment Network (GPN) Risk & Advisory Organization. You will drive the build-out of a standardized, international risk capability that supports GPN’s expansion into new markets around the world, providing an embedded, second-line perspective as an independent risk-oversight function to ensure Capital One remains well-managed.
The goal is to enable GPN to enter new markets at speed and scale, with each successive market becoming faster and lower-friction to enter than the last. You will build alignment and prioritization across a wide range of stakeholders including First Line (e.g., Cyber, Tech, Supplier Management, etc.), and Second Line (e.g., Operational Risk Management, Enterprise Risk Management, etc.) stakeholders.
You will influence each of these groups directly, driving conversations toward resolution based on business priority to keep Business and Technology teams moving forward.
This role is designated as a hybrid position. You are expected to adhere to Capital One’s hybrid policy regarding required on-site presence at your designated office location.

- Drive alignment across the teams that build and deliver technology and cybersecurity capabilities and the independent risk-oversight teams
- Lead development of the framework used to inform GPN new market entry and exit by risk level, determining the degree of scrutiny and oversight required before the business can enter
- Provide advisory input, focused on international risk considerations, into GPN technology rollouts with cross-border impact and into the broader function that manages third-party and vendor risk
- Engage regularly with senior executives, translating risk posture, market-entry readiness, and tradeoffs into clear, actionable terms
- Monitor and use trends in risk exposure across markets and initiatives to inform ongoing international risk advisory and enhancement of ISE capabilities
- Lead, coach, and develop a team of risk professionals, growing their ability to operate independently across a complex, cross-functional stakeholder landscape
- Bachelor’s Degree or military experience
- At least 9 years of experience in technology (software delivery, distributed systems, cloud-native architecture, infrastructure as code), cybersecurity (identity and access management, application security, cloud security, data protection), technology auditing, systems risk management, technology risk assessments, resilience engineering (operational resilience, business continuity, disaster recovery, high availability), chaos engineering (fault injection, blast radius mitigation, automated security validation), site reliability engineering (SLAs or SLOs, observability, incident response), or a combination
