Job Description & How to Apply Below

City of McMinnville | Engineering Division

Shape the future of a growing city. Drive smart, sustainable development.

The City of McMinnville is on the rise—and we’re looking for an experienced Civil Engineer to take a leadership role in our Development Services Program. With the recent expansion of our Urban Growth Boundary (UGB) and a surge in both infill and edge development, this is your chance to help guide a city through a generational transformation.

We’re seeking a full-time Engineering Program Manager – Development Services to lead the charge in reviewing, coordinating, and managing private development projects. You’ll play a pivotal role in ensuring that new development aligns with our long-term infrastructure goals, while facilitating a smooth and efficient experience for developers and stakeholders alike.

Why This Role Stands Out:

  • Lead the Development Boom:
Be on the front lines of McMinnville’s growth—where infill projects and new UGB expansion meet increasing demand and opportunity.
  • Influence Citywide Strategy:
Your work will directly shape how we grow—balancing development with infrastructure, sustainability, and livability.
  • Autonomy & Responsibility:
Report to the City Engineer but operate with high independence to manage your program, make key decisions, and deliver results.
  • Cross-Department Collaboration:
Work closely with planning, public works, and other departments to streamline development and enhance city-wide coordination.

We’re looking for a self-motivated leader with experience reviewing both private and public infrastructure improvements, and a strong understanding of interdepartmental coordination. If you’re passionate about smart growth, infrastructure planning, and creating great communities—you’ll thrive in this role.

While your focus will be on development services, you may occasionally assist with capital projects or lead initiatives to update municipal code or engineering design standards—adding even more variety and impact to your role.

Build something meaningful. Shape a city. Lead with purpose.
Apply today to help guide McMinnville into its next chapter of growth.
