Serves as a member of the Public Works Department senior management team.Prepares initial operating budget, including documentation for Wastewater Services funds.Administers the approved budget and oversees maintenance and monitoring of budgetary controls.Participates in city‑wide long‑term planning.Assists in the development of potential capital projects and estimates costs for budget requests.Reviews development proposals and plans as well as capital project plans and provides recommendations to other divisions.Maintains written records and prepares reports regarding work activities and material usage.Oversees the processes and maintenance of various records (e.g., accounts payable, personnel training, payroll, etc.) and ensures record keeping is alignment with City policy and State law.Ensures materials for ongoing operations and planned projects are available for planned work.Responds to various questions that arise at the work site, resolves problems, provides technical assistance, and makes decisions within policy guidelines.Recommends and revises administrative policies as appropriate and recommends changes in legislative rules and regulations to the Director.Responds to public inquiries related to Wastewater through verbal and written communication.Reviews questions and concerns relative to current policies and rules.Oversees facility maintenance programs for assigned facilities including preventive maintenance and replacement schedules.Prepares meeting materials/presentations for various public meetings and attends citizen meetings as needed.Assists with SCADA upgrades, PLC logic changes and other software program updates.Completes State and federal mandatory monthly discharge monitoring reports (DMR’s).Contract and Procurement Management
Manages contracts related to Wastewater operations such as consulting contracts, construction contracts, and service contracts, including obtaining quotes, bids and requests for proposals.Prepares and reviews specifications and requests for bids on materials and equipment purchases.Reviews and monitors contractor progress, provides site inspections and recommends modifications.Researches materials, projects, and equipment specifications to develop procurement documents.Develops specifications and coordinates various…
