The role conducts technology and risk assessments, evaluating Intelligent Transportation Systems (ITS) devices for compliance with state and federal standards as well as regional transportation architecture. It leads and manages the operation, maintenance, and enhancement of mission-critical systems supporting VDOT’s Statewide Operations Program, including the Automated Traffic Signal Performance Measures (ATSPM) system and custom dashboards. The position also supports developing and managing agreements and memorandums with localities and third parties to integrate systems and implement customized signal timings for freeway detour routes during incidents and events.
Job Description
Provide engineering expertise in assigned program areas. Provide recommendations for resolution of project issues. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Assist in developing, implementing and monitoring policies, procedures, guidance and practices for engineering projects and programs. Support the planning, design and implementation of mission-critical systems for VDOT's Statewide Traffic Operations Program that includes Technology and Risk Assessment, Automated Traffic Signal Performance Measures (ATSPM), Freeway Detour Route Operations, and System Integrations.

- Communications:
Communicate effectively with customers internal and external to VDOT including local governments, elected officials, citizen groups, and FHWA. - Conduct Engineering Studies:
Participate in or oversee engineering studies. Collect, analyze and process data and information. Develop written reports, recommendations, and solutions that are technically accurate and compliant. Prepare business correspondence and technical letters with recommendations for suggested corrective measures as a result of studies. Prepare or present formal presentations for VDOT staff, or other organizations. - Configuration Management:
Coordinates, manages and participates in Configuration Management activities for key Statewide ITS and Operations systems. Engages peers and develops a customer-focused approach for participation and solicits input from key Central Office and District staff for each operational system. Compiles prospective systems development activities based on stakeholder input. Develops work plans for key operations systems that address business requirements, funding, scheduling, and human resources.
Presents work plans to Executive Management and obtains management concurrence and approvals. - Data Analysis and Performance Monitoring:
Monitor and analyze real-time and historical high-resolution traffic signal data using ATSPM software. Proactively detect and diagnose signal timing issues, maintenance problems and equipment malfunctions. Prepare technical reports and visualizations summarizing traffic signal performance, congestion, delay, and safety metrics for various stakeholders. Configure and maintain the ATSPM data collection, storage, and communication systems. - Policies and Procedures:
Assist in the development of policies, procedures and practices reflecting proactive management of the assigned engineering program area. - Process Improvements:
Develop, recommend and implement process and policy improvements as needed. Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal laws…
