Description for Candidates- Design, implement and oversee operations for VDOT information technology projects or programs. Ensure operations are conducted in alignment with information technology strategies. Analyze data, monitor performance, develop policies and procedures and resolve complex problems and issues. Manages one or more supervisors in delivering a Portfolio of IT functions. IT functional portfolios include IT Governance and Compliance, Finance and Procurement, Service Management, Project and Portfolio Management, Architecture, Operations, Applications, Data & BI.
Participate in a cohort of Portfolio Managers to ensure that cross cutting functional escalations are resolved and to ensure that handoffs between IT Portfolios and functions are happening in a way that produces the best results for IT stakeholders. As part of a cohort of Portfolio Managers, implements annual strategic focus area deliverables. Provide direction and leadership support for ITD activities and systems that enhance mission- critical business operations across the organization.
Work as part of a leadership cohort to plan, coordinate, manage, and participate in the design of operational activities of the group. Directs, through subordinate supervisors, all program, operations, and staff in assigned areas. To direct programs which are critical components of VDOT's Information Technology management structure that enable and provide alignment between IT initiatives and activities and VDOT's strategic business goals. - Compliance: Comply with VDOT and IT policies, standards and guidelines. Ensure all projects are in compliance with VDOT and COV policies, procedures and guidelines.
- Compliance: Provide compliance management for VDOT and ITD by ensuring management and staff are aware of compliance requirements, including requirements in job and position profiles, financial management, contract management, VITA, and ITP service management.
- Documentation and Reporting: Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for systems. Prepare documentation. Develop and update user manuals. Prepare materials and conduct user training.
- Ensure Compliance: Champion adherence to ITD policies and processes. Provide accountability for compliance by ensuring that Supervisors have appropriate functional controls in place to comply with required VITA, DHRM, VDOT, and ITD policy. Provide oversight by performing periodic reviews of those controls.
- Execute Programs: Direct, through subordinate supervisors, all program, operations, and staff in assigned IT Portfolio. Perform managerial and technical work ranging from moderate to considerable difficulty. Responsibilities include planning, implementing, and improving programs, systems, projects and services within assigned IT Portfolio. Monitor processes for each program area within the assigned IT Portfolio by assessing performance via tactical Key Performance Indicators (KPIs).
Work with supervisors to target underperforming areas for process improvements. Interact with ADAs and IT Portfolio Manager Cohort to ensure that customer needs are met. Focus on implementation of annual strategic focus areas in alignment with the IT Strategy and Business Plan. Apply effective management to ensure that expenditures within assigned portfolio are in alignment with the annual spend plan. - ITD Management: Provide effective management of ITD by building and maintaining effective working relationships with other ITD staff and contributing ideas. Actively contribute value to the decision-making responsibilities of the ITD management team. Manage development of the yearly budget, ongoing fiscal responsibilities for IT strategic planning and the governance programs within the ITD. Direct budgetary, fiscal, and office administration of the ITD.
