Position: Utility Agent (CD) - Operations and Maintenance

General Description

This is a para-professional position. The incumbent performs duties involved in the operations of the Department. Specific duties vary depending on the division to which the incumbent is assigned.

Organization

The Utility Agent is part of Hanover County’s Career Development Program (CD). The Utility Agent has three (3) levels of Utility Agent including Utility Agent I, Utility Agent II and Utility Agent III. The incumbent supervises no staff. The incumbent will either be assigned to the Engineering Division or the Operations and Maintenance Division and reports to either the Engineering Manager or Assistant Chief of Operations and Maintenance, respectively.

Essential

Functions

Receives and processes inquiries from the public, both in person and over the phone.

Prepares reports and maintains spreadsheets and databases.

Ensures compliance with administrative and contract requirements and maintains files and records.

Utilizes the Department’s Customer Information, GIS and other systems in performance of duties.

Performs related work as assigned.

Engineering Division
  • Real estate acquisitions.
  • Processes Utility Service Agreements.
  • Provides locations of water and sewer lines.
  • Coordinates administrative procedures with developers, contractors and the general public.
Operations and Maintenance Division
  • Manages the Department’s cross connection control program.
  • Manages the Department’s easement maintenance program.
  • Manages the Department’s MISS UTILITY program.
  • Manages the Department’s grounds maintenance program
  • Manages contracts and contractors performing work in support programs being managed.
  • Assists with and/or manages other contracts and programs as assigned such as strong waste and industrial pretreatment.

Non-exempt Knowledge,

Skills and Abilities

Ability to maintain effective working relationships with contractors, developers and the public, required. Ability to understand and follow oral and written instructions, required. Effective written and oral communication, required. General understanding of water and wastewater service, preferred. Computer skills and familiarity with Microsoft Word and Excel, preferred. For incumbents assigned to Operations and Maintenance Division only, ability to manage programs and/or contracts, required.

Education,

Experience and Training Engineering Division

High school diploma or equivalent required. College coursework or supplementary short courses in negotiations, real estate assessment and real estate law preferred. Experience in the acquisition of easements, interpretation of deeds, agreements and court records preferred. – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.

Operations and Maintenance Division

High school diploma or equivalent required. College coursework in engineering, science or business administration with experience managing contracts or water/sewer related programs preferred. College graduate preferred. – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.

Special Conditions
  • Criminal Records Check, including fingerprinting
  • Valid Commonwealth of Virginia Driver’s License
  • Twelve-month probationary period
  • Must obtain notary within six (6) months of hire (For incumbents assigned to Engineering Division only)
