Position: 23709 - State Eng Cost Estimation

Provide executive level leadership to the statewide engineering program by ensuring sound decisions are made impacting multi-million dollar engineering projects. Oversee delivery of statewide support, training and resources to the districts in order for them to manage delivery of their engineering programs. Oversee all VDOT, state and federal policies and procedures. Serve as the key senior leader representing VDOT in all matters related to statewide cost estimation of transportation projects.

This includes the responsibility for the creation, development and allocation of resources, and establishing overall organizational structure of VDOT’s Estimation Office. Develops, implements and refines effective and efficient statewide cost estimation policies and procedures to include VDOT’s Estimation Manual. Work with Central Office Divisions and District staff on policies and procedures to ensure consistency of implementation statewide.

How you will contribute:
  • Coordination and Policy Functions:
    Act for and in support of Executive Management.
  • Cost Estimation Subject Matter Expert:
    Develop construction cost estimates that are closely associated with the development of quality project development schedules. Develop enhanced scheduling policies and procedures, as needed, as well as coordinating with CO Divisions and District staff as it relates to the development of planning level schedules, preliminary engineering schedules, right-of-way acquisition schedules, and construction schedules.
  • Division Management:
    Serve as State Engineer and direct the work of assigned engineering division.
  • Executive Reporting:
    Provide periodic reports to the VDOT executive level staff in regards to trend analysis, lessons learned, methodologies to improve the efficiency of the estimation process and overall accuracy of the estimation process.
  • Liaison:
    Liaise with industry in regards to best practices for estimation, coordination of lessons learned and trend analysis and implementation of best practices. May work with to resolve issues related to human labor resourcing and resourcing in a partnering environment.
  • Policy Management:
    Manage statewide policies and procedures with oversight authority and responsibilities. Serve as an executive consultant to the districts in managing their programs.
  • Program Administration:
    Develop predictive, data-driven policies and procedures, in coordination with other CO Divisions, to ensure the development of objective, reliable, and defensible assessments of probable construction costs.
  • Program Development:
    Develop, organize, allocate resources, and create the structure of the Estimation Office. Develop, implement, refine and maintain VDOT’s estimation manual. Provide oversight, guidance and expert advice to both District and CO staff in regards to the creation, modification and finalization of construction cost estimates.
  • Staff Training and Development:
    Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team.
