Responsibilities- Develop, implement, and administer goals, policies, and priorities related to construction management.
- Identify opportunities for improving service delivery.
- Supervise staff, assign and schedule work, conduct performance evaluations, training, hiring, disciplinary recommendations, and oversee contract employees.
- Administer program budget, forecast funds, monitor and approve expenditures.
- Respond to and resolve citizen inquiries and complaints.
- Attend professional group meetings, stay abreast of trends in public works construction management.
- Oversee contract administration of capital improvement projects, including bids, post‑bid inspection, construction, and related functions.
- Coordinate construction and inspection activities with other departments, outside agencies, and organizations; resolve sensitive and controversial issues.
- Direct and review public works work‑plan for construction and inspection services and activities.
- Oversee all construction and inspection for private development and permitted work within the public right‑of‑way.
- Perform technical QA/QC reviews of engineering plans and specifications.
- Negotiate change orders, settle construction claims, and clarify contract “grey” areas.
- Assume responsibility for assigned services and activities related to the construction management and contract administration of projects.
- Perform other duties as assigned to support departmental and organizational goals.
Required Education and Experience
- High school diploma or GED equivalent.
- Four (4) years of increasingly responsible construction management, design management, or closely related field, with at least two (2) years in a supervisory or leadership position.
- One (1) year of work experience may be substituted by a Bachelor’s degree in engineering, construction management, or a related field.
Preferred Qualifications
- Bachelor’s degree from an accredited college/university in construction management, civil engineering, or related field.
- Registered Professional Engineer in the State of Oregon.
- Project Management Professional (PMP) certification.
- Certified Construction Manager (CCM) certification.
- 8 hours daily, Monday – Friday.
The position is part of the Non‑Represented employee group. Anticipated hiring range is $47.27 k to $49.64 k (first step) or $52.12 k (second or third step). Salary steps comprise six levels, allowing annual movement through the steps.
