JOB DESCRIPTION

Insight Global is looking for a skilled Pipelines Specialist Engineer to join a prominent utility company in British Columbia. This is an fully onsite permanent position. This senior-level role provides technical leadership across pipeline sustainment projects, ensuring alignment with corporate risk and regulatory standards.

Key Responsibilities
• Lead engineering assessments, feasibility studies, and detailed pipeline designs.
• Act as Engineering of Record (EOR) and guide internal teams and consultants on pipeline design, maintenance, and operations.
• Collaborate on scope development, cost estimation, and construction feasibility.
• Represent Fortis

BC in regulatory engagements with BCER and TSBC.
• Support welding engineering and ensure compliance with CSA Z662 and ASME B31 standards.
• Develop and enhance pipeline engineering standards and processes.
• Mentor engineering staff and provide technical recommendations for construction and emergency operations.

REQUIRED SKILLS AND EXPERIENCE

Technical Expertise

  • Pipeline Design Mastery: 12+ years of hands-on experience in pipeline engineering, with a strong focus on detailed design for complex, high-pressure systems.
  • Design Ownership:
    Proven ability to independently execute and oversee pipeline designs, including performing engineering calculations, preparing design documentation, and managing external consultants and vendors.
  • Code Proficiency:
    Deep working knowledge of CSA Z662 and ASME B31 standards, with demonstrated application in real-world projects.
  • High-Pressure Systems:
    Extensive experience designing and supporting high-pressure pipeline infrastructure, ensuring safety, compliance, and performance. Professional Credentials
  • P.Eng Certification:
    Must hold a valid Professional Engineer (P.Eng) designation, with eligibility to practice in relevant jurisdictions. Communication & Collaboration
  • Technical Fluency:
    Able to speak confidently and in detail about pipeline design methodologies, calculations, and engineering decisions with both technical and non-technical stakeholders.
  • Design-to-Execution Oversight:
    Comfortable transitioning from internal design execution to oversight roles, especially on large-scale or complex projects.

NICE TO HAVE SKILLS AND EXPERIENCE

Welding Experience

  • Hands-on experience with pipeline welding processes, including familiarity with welding specifications, inspection protocols, and quality assurance standards.
  • Ability to assess weld integrity and collaborate with construction teams to ensure compliance with design and safety requirements. Owner’s Operations Exposure
  • Prior experience working directly with or within owner/operator organizations, providing insight into operational priorities, lifecycle asset management, and long-term infrastructure planning.
  • Understanding of how design decisions impact operations, maintenance, and regulatory compliance from the owner's perspective. Advanced Code Knowledge – CSA Z662 & ASME B31
  • Deep familiarity with CSA Z662 and ASME B31 pipeline design codes, including practical application in high-pressure pipeline projects.
  • Ability to interpret and apply code requirements to ensure safe, compliant, and efficient pipeline systems. CSA Z662 Annex C Expertise
  • Specific experience with Annex C of CSA Z662, which covers engineering assessments for pipeline integrity and fitness-for-service evaluations.
  • Skilled in conducting or overseeing assessments related to corrosion, mechanical damage, and other integrity threats using Annex C methodologies.
