Senior Principal Proposal Analyst (Level
4) – 100% onsite, Melbourne, FL. This role is part of the Aeronautics Systems Sector in the Pricing and Estimating Group.
- Develop, plan and schedule proposals.
- Compile cost, schedule, and technical elements in the development of proposals in accordance with RFP specifications.
- Coordinate the collection and accumulation of cost, scheduling and performance elements from functional departments.
- Research and analyze historical data, develop cost models to support proposal efforts.
- Coordinate activities and participate in fact‑finding meetings.
- Participate in cost and pricing reviews with management and customer representatives.
- Participate as a member of the contract negotiating team.
- Review all elements of cost, including direct labor, material, other direct cost and indirect costs to ensure compliance with FAR, DFARS and Northrop Grumman procedures.
- Demonstrate a broad skill set balanced across interpersonal, business and proposal capabilities; commit to ethics and integrity; and innovate in a challenging environment.
- Bachelor's degree with 8 years of relevant experience or a Master's degree with 6 years of relevant experience.
- Active DoD Secret clearance (or higher) with a background investigation completed within the last 5 years or continuous evaluation.
- Ability to obtain and maintain Special Access Program (SAP) clearance prior to employment.
- Proficiency with MS Office Suite:
Excel, PowerPoint, and Word.
- Active SAP clearance.
- Experience with SAP.
- Experience with SharePoint, Confluence, and Tableau (or similar applications).
- Experience with program cost analysis in an engineering and manufacturing environment.
- Experience modeling production costs and affordability initiatives.
- Experience in professional communications with NG leadership, USG officials, DCAA, and DCMA.
- Experience working within complex, high‑volume, high‑value proposals of varying contract types.
- Experience working with Basis of Estimate (BOE) tools and analyzing BOE quality.
- Experience with pricing models and applications (Pro Pricer, Excel, etc.).
- Experience with S‑Curve tools and analysis.
- Experience developing rates and factors.
- Excellent problem‑solving and organizational skills.
- Excellent oral and written communication skills.
- Experience authoring cost volumes.
