Job Summary:Supports development, implementation, and monitoring of all environmental programs affecting the ability of plant management to meet or exceed environmental regulations and objectives. This includes regular self‑assessment to aid in ensuring operating plants comply with all environmental laws.
Serves as a resource responsible for compliance with the requirements of applicable local, state, and federal environmental policies, laws and regulations. Serves as contact for environmental regulatory inspectors.
Identifies compliance concerns and supports development, coordination and implementation of corrective actions to address these concerns. Corrective action may include participation in Learning Team Events, Apparent Cause Analysis, or Root Cause Analysis. Communicates actions taken and lessons learned.
Accountable for preparing, reviewing, and submitting environmental reports/permits as required by programmatic responsibilities and local, state, and federal laws. May include providing cover letters to regulatory agencies communicating upset notifications, waste notifications, report summaries, and developing written guidance for business partners to aid compliance.
Reviews and prepares comments on Integrated Pollution Prevention Plans for accuracy and adequacy.
Reviews all permit applications/modifications for accuracy and disseminates permit requirements to applicable site personnel.
May develop and facilitate site‑specific environmental training. Completes assigned environmental training and maintains required certifications (Visible Emissions, Stormwater, etc.) as required. May serve as a representative on various teams or efforts to support business unit improvement.
Duties could also include Compliance oversight and inspection of construction projects/activities, rights of way, easement investigation, preparation of field reports, and other duties as assigned.
Works independently to provide expertise, oversight, and execution support in the following areas of compliance program administration: emergency response to oil and hazardous materials incidents, solid and hazardous waste management, waste container control, water quality permit compliance (NPDES), chemical traffic control (CTC), air quality management and permit compliance (Title V, Refrigerant, RICE, CEMS, etc.), regulatory sampling and analysis, manifest development, waste profiling and disposal, asbestos and PCB management/disposal, NEPA support, as well as stormwater and used oil compliance.
SupervisionReceived:
The incumbent will receive minimal supervision and perform most assignments independently. Assignments are made through discussions in which scope, purpose, and schedules are established. Work is reviewed for compliance with policies and objectives; work is assigned by supervisor.
Skills and Proficiencies:Proficiency in RCRA, Title V, NPDES, underground storage tank (UST), PCB/asbestos (TSCA), SARA, and spill prevention and response (SPCC) requirements. Knowledge of NEPA requirements, Environmental Management Systems (EMS), CERCLA requirements, and state, and federal environmental laws. Possess skills in: program management, problem solving and analysis; strong communication and technical writing skills; and computer applications.
Minimum Qualifications:A B.S. degree in a physical science or technical area of study such as chemistry, biology, natural science, or physics with environmental emphasis. Several years of professional experience in the environmental area providing a thorough knowledge of state/federal laws/regulations governing environmental compliance requirements. Certifications in environmental disciplines preferred. Knowledge of GPS/mapping methods/BMPs is desirable. When applicable must:
- be able to obtain and maintain unescorted nuclear plant access and S‑3 and S‑4 medical qualifications;
- be able and willing to assume “on‑call” rotational assignments which may include 24 hour‑a‑day, 7 days‑a‑week availability;
