ORGANIZATION

The Economic Development Growth Engine Industrial Development Board of the City of Memphis and County of Shelby, TN ("EDGE") is a Tennessee industrial development board created in 2011. EDGE is a public, non‑profit entity governed by an 11‑member board appointed equally by the City of Memphis and Shelby County. The organization uses property tax abatements, tax increment financing, loans, Foreign‑Trade Zone 77, and other tools to spur growth.

Additionally, EDGE manages the Memphis and Shelby Port Commission, owns industrial property, and provides the Economic Gardening program.

JOB SUMMARY
  • Under the authority of the President/CEO, the Manager of Economic Development Programs manages efforts to spur job growth and neighborhood revitalization. The Manager uses EDGE programs to assist firms looking to locate, expand, or start up, as well as developers looking to invest. This role coordinates efforts with various government agencies, Chambers of Commerce, and neighborhood redevelopment groups.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Identify, analyze, and propose new development projects, programs, and collaborations.
  • Utilize EDGE programs and assets to assist development opportunities.
  • Perform project underwriting and deal structuring.
  • Negotiate with applicants, lenders, and others.
  • Handle Board presentations and assist in the preparation of transaction documents.
  • Conduct preliminary legal and contractual review of economic development agreements, incentives, and related transaction documents.
  • Maintain an expert understanding of local, state, and national development incentive programs.
  • Coordinate with site selection consultants, business owners, and finance, real estate, legal, and accounting professionals.
  • Assist in the development and implementation of marketing and communication strategies.
  • Identify, monitor, and report metrics showing the activity and impact of EDGE programs.
  • Represent EDGE at various meetings and events as assigned by the President/CEO.
NON-ESSENTIAL JOB FUNCTIONS
  • Conduct outreach visits to existing firms and entrepreneurs to provide information on available programs.
  • Participate on recruiting trips and attend trade shows to develop project leads.
  • Assist in setting up spaces for EDGE events.
QUALIFICATION REQUIREMENTS
  • Education:

    Bachelor's degree in business, economics, finance, real estate, planning, public policy, or a related field. A Master's degree is preferred.

    Experience:

    Minimum of five years of progressive economic or community development work experience, preferably with public‑sector organizations.
    Alternatives: A Paralegal certification or Juris Doctor degree can replace the required experience.

    Certifications:

    Current standing as a Certified Economic Developer (CEcD) or Economic/Housing Development Finance Professional (E/HDFP) is particularly desirable.
    Other: A valid driver's license is required.
SKILLS AND ABILITIES
  • History of ethical and honest behavior with a commitment to integrity and teamwork.
  • Demonstrated ability to keep sensitive information confidential.
  • Strong analytical, problem‑solving, and negotiation skills.
  • Exceptional oral and written communication skills.
  • Working knowledge of Microsoft Office.
PHYSICAL DEMANDS AND WORK ENVIRONMENT

The role requires the ability to sit for extended periods at a desk and  involves lifting file boxes up to 20 pounds and occasional travel. While work is conducted in a typical indoor office, regular facility tours and outdoor events are part of the work.
