Civil Construction Inspector (Highways & Roads) at HDR

Primary responsibilities include assisting the Resident Engineer with field and office engineering tasks, inspecting non-structural construction operations, monitoring traffic control system compliance, preparing and analyzing contract change orders, and enforcing the Storm Water Pollution Prevention Plan.

Responsibilities
  • Assist the Resident Engineer with field and office engineering work, including inspection of non-structural construction operations and traffic control system compliance.
  • Prepare, review, and analyze contract change orders (CCOs).
  • Enforce the Water Pollution Control Program (Storm Water Pollution Prevention Plan).
  • Review, inspect, and approve traffic control systems and lane closures in accordance with Caltrans standards.
  • Personnel reviewing traffic control system work shall have one year of demonstrated experience in such work.
  • Apply knowledge of equipment used in roadway construction inspection, surveying, field testing of construction materials, and construction office engineering.
  • Use computer software such as MS Office; CPM software (Primavera P3/P6, Sure Trak or updated versions);
    Scheduler Analyzer Pro; and Microsoft Project.
  • Demonstrate effective communication and supervision; monitor labor compliance; understand subcontracting laws and policies.
  • Work with DBE, DVBE, and small business requirements including determining the Commercially Useful Function (CUF) of contractors or material suppliers.
  • Apply knowledge of the Storm Water Pollution Prevention Program and General Permit; familiarity with Caltrans Standard Plans, Standard Specifications, and Construction Manual.
  • Ensure proper background clearance when performing work on or near rail systems.
  • Assist Resident Engineers in preparing Dispute Review Board (DRB) and Dispute Resolution Advisor (DRA) position papers and meetings; respond to preliminary claim findings; prepare for DRB/DRA processes.
  • Prepare claims files, documents, and reports; maintain complete, accurate, and concise records of work and quantities.
  • Perform other duties as needed.
Qualifications

Preferred Qualifications
  • Bachelor’s Degree
  • Minimum 2 years of highway/roadway construction inspection experience
  • Experience on Caltrans projects
  • Ability to interpret construction schedules
Required Qualifications
  • High School diploma or equivalent
  • Minimum of 3 years of experience
  • Proficient with MS Office (Word/Excel/Outlook)
  • Proven problem-solving and documentation abilities
  • Ability to work independently and as part of a team
  • Drug screening prior to hire; random and for-cause drug and alcohol testing thereafter
