Highly responsible, advanced technical, supervisory, and administrative work in enforcing compliance with applicable national, state, and local laws, codes, ordinances, and regulations in the City’s Building Services Department. The role involves conducting or supervising inspections of new and existing buildings, structures, and properties, as well as field and office duties.

Responsibilities
  • Conduct or supervise technical field inspections of buildings, structures, and premises during various phases of construction and use, including high rises and complex structures.
  • Order portions of a building or structure to be exposed for inspection and may order construction work stopped or buildings vacated if occupancy or use violates accepted regulations.
  • Recommend methods, materials, equipment, and alterations to assist in compliance with accepted standards.
  • Check building plans on the job to ensure actual construction conforms to approved plans.
  • Investigate and resolve complaints.
  • Route inspection requests to appropriate inspectors.
  • Interpret and explain regulations and standards, disseminating technical advice to subordinates, other sections, agencies, and the public.
  • Consult with subordinate inspectors on questionable construction practices.
  • Instruct, train, and evaluate subordinates in inspection and enforcement activities.
  • Testify in court and before related boards; obtain documentation and prepare testimony.
  • Review plans, blueprints, specifications, and materials lists for compliance with building regulations and good construction practices.
  • Prepare and maintain reports, records, and correspondence concerning building enforcement and inspection activities.
  • Enter inspection reports on the computer.
Qualifications
  • Certification from the State of Florida Building Code Administrators and Inspectors Board (BCAIB).
  • Local certification by the Board of Rules and Appeals (BORA).
  • Minimum of 5 years of construction experience in the HVHZ after licensure, or completion of an eight‑hour HVHZ training course approved by BORA.
  • One of:
    Florida Registered Architect license, Florida Registered Professional Engineer license, licensed General Contractor (State of Florida Construction Industry Licensing Board or Miami‑Dade County Construction Trades Qualifying Board), or Professional Building Inspector certification from Florida Board of Code Administrators and Inspectors.
  • Achieve State Building Inspector certification within 12 months of appointment.
  • Possess standard Building Inspector (structural) certification from BORA within 90 days of appointment.
  • Valid driver’s license.
Physical Requirements
  • Use sensory skills to communicate and interact with employees and the public via telephone and personal contact.
  • Operate office equipment such as word processor, calculator, copier, and fax machine.
  • Stand, walk, move, climb, bend, kneel, crawl, and reach as required.
  • Drive an automobile and perform on‑site inspections at locations that may not be accessible to physically handicapped.

Professional Development
  • Renew BORA certification annually on January 1. Submit recertification applications by December 15. Maintain at least 16 continuing‑education hours per calendar year, with a minimum of 12 hours from Miami‑Dade County courses and up to 4 hours from certified programs (e.g., Contractors Industry Licensing Board, Board of Professional Engineers, Board of Registered Architects, or BCAIB).
Veteran Preference

Veteran Preference is awarded in accordance with Florida State Statute 295.07. Applicants claiming veteran preference must provide documentation, including DD‑214 (Member 2 or Member 4) and the final Department of Defense Disability Letter dated within one year.
