Position: City Surveyor Manager

The incumbent performs professional and supervisory survey work with primary responsibility for managing contracted survey consultant services, planning and supervising survey operations, and utility location work. Works under the general supervision of the City Engineer, and achievement of objectives is reviewed through conferences, oral and written reports, and evaluation of results obtained.

  • Certifies and signs all surveys and maps, legal descriptions, and sketches prepared by the City of City-owned properties, right of ways, easements, and for engineering plans for neighborhood improvements.
  • Administers and manages contracted survey work to ensure compliance with applicable laws.
  • Supports the City Engineer by preparing specifications, evaluating proposals, and recommending consulting firms.
  • Participates in negotiating contracts with survey consulting firms.
  • Consults with and advises City departments, county, state, and federal agencies, other professional surveyors and mappers, engineers, architects, developers, attorneys, private citizens, and contractors regarding surveys.
  • Coordinates projects with City contracted survey consultants.
  • Prepares Requests for Qualifications for survey consultants and develops survey rate schedules.
  • Reviews survey legal documents contained within proposed City Resolutions involving easements, agreements, vacation of right of ways, and execution of documents for recording in the county public records.
  • Formulates and implements operating procedures related to the Survey Section, including hiring, mentoring, evaluating, and disciplining personnel within the area of responsibility.
  • Develops and administers the operating budget for the Survey Section by establishing goals and objectives, justifying operating needs, monitoring expenditures, and preparing required reports.
  • Reviews and approves As-Built Surveys meeting requirements prior to contractors receiving payments or acceptance from the City on all Public Works and CIP projects made to neighborhoods and city-owned properties improvements.
  • Plans, assigns, and supervises the work of technical or professional assistants in the surveying section, such as planning and executing difficult land or engineering surveys, preparing reports and survey maps, plats, and data for the City’s GIS.
  • Supervises field surveys of accident sites as required.
  • Reviews instruments of conveyance and of land titles.
  • Supervises the search of public records for deeds, easements, legal descriptions, and owners’ names and addresses for easement encumbrances, property boundary configurations, chain of title for ownership, etc.
  • Analyzes legal descriptions, maps, plats, sketches, abstracts of title, and tax assessments to assist the City Attorney in property matters.
  • Performs complex professional land and engineering surveying calculations and reviews legal records to obtain necessary data for office and field use.
  • Administers City Survey Consultant contracts to ensure efficiency and cost effectiveness.
  • Ensures staff is properly trained in survey operations and safety measures.
  • Performs other related duties as required.
  • Minimum requirements include:

    • Must be a Registered Land Surveyor in the State of Florida for ten years.
    • Seven years of full-time management experience.
    • Thorough knowledge of Florida survey standards.
    • Ability to obtain and maintain a valid Florida driver’s license without restrictions affecting job performance.


    Physical Requirements:

    • Must have sensory skills to effectively communicate and interact with employees and the public via telephone and in person.
    • Physical capability to operate various office and survey equipment, including word processors, calculators, copiers, fax machines, RTK GPS, Data Collectors, levels, and survey software.
    • Some standing, walking, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, pushing, and pulling.
