Overview

Highly responsible. administrative, supervisory, and technical work in enforcing compliance with applicable national, state, and local laws, codes, ordinances, and regulations through the inspection of new and existing plumbing installations and reviewing construction plans and specifications. Work includes office and field duties.

Responsibilities
  • Assigns, conducts or supervises technical field inspections of buildings, equipment, and installations during various phases of plumbing construction, installation, and operation
  • Reviews plumbing installation plans, blueprints, specifications, and materials listed to determine compliance with applicable regulations and good building and construction practices; recommends approval or disapproval
  • Acts as the Chief Plumbing Official in the absence of the Chief Plumbing Inspector
  • Assigns and investigates reported and unreported hazards, possible safety problems, and violations of code
  • Issues written warnings, notices of violations, and stop work orders
  • Issues permits and certifications dependent upon compliance with standards and assists applicants in completing necessary forms
  • Interprets and explains regulations and standards and disseminates technical advice to interested parties including subordinates, other sections and agencies, and the public
  • Recommends methods, materials, equipment and alterations to assist in compliance with accepted standard
  • Determines acceptability of qualifications of plumbing contractors
  • Testifies in court and before related boards, obtains documentation, and prepares testimony
  • Prepares and maintains reports, records and correspondence concerning plumbing code enforcement and inspection activities

Certifications and Qualifications

All Building Officials, Plans Examiners, and Inspectors in any municipality within the jurisdiction of Miami-Dade County (including the City of Miami Beach) require qualifications for code enforcement personnel beyond those contained in FS 468. In addition to possessing the appropriate certification from the State of Florida Building Code Administrators and Inspectors Board (BCAIB) all Building Officials, Plans Examiners and Inspectors must also be locally certified by the Board of Rules and Appeals (BORA).

If an applicant for BORA certification does not possess a current certificate from the State of Florida Building Code Administrators and Inspectors Board, the applicant must apply for a Provisional certificate as a prerequisite to temporary certification. Provisional certificates may be issued by BCAIB to newly employed or promoted personnel, but only to those who possess the standards and eligibility requirement for a standard certification.

The term certification, as used by BORA, shall mean compliance with the minimum qualification and experience for Building Officials, Chiefs, Inspectors and Plans Examiners established by Chapter 8 Article II of the Code of Miami-Dade County and approval by the Miami-Dade County Board of Rules and Appeals. Certification by BORA is valid for the duration of the calendar year and must be renewed each January 1st.

Applications for recertification must be submitted to BORA by December 15th. As a prerequisite for annual recertification individuals must have attended continuing education classes or seminars in their respective fields for a minimum of sixteen hours during the previous calendar year. Of the hours required a minimum of 12 hours shall be satisfied by attendance at courses and/or seminars provided by Miami-Dade County, and a maximum of four hours may be satisfied by attendance at programs certified by the following boards:

  • The Contractors Industry Licensing Board
  • The Electrical Contractors Licensing Board
  • The Board of Professional Engineers
  • The Board of Registered Architects
  • State of Florida Building Code Administrators and Inspectors Board

To qualify as Senior Plumbing Inspector, must be certified by the Board of Rules and Appeals and meet at least one of the following criteria:

  • Be a Master Plumber, holding certifications by the Miami-Dade County Construction Trades Qualifying Board for a minimum of 5 years and possessing 5 years of field experience under that certification.
  • Be a State Certified Plumbing contractor, holding a certification by the Florida Construction Industry Licensing Board for a minimum of 5 years and possessing 5 years of field experience under that license.
  • Be a Florida Licensed Professional Engineer, having obtained a license through examination in the mechanical discipline and possessing 5 years of field experience under that license.
  • Possess a current Broward County Master Plumber license and three years of field experience and have applied for and received license reciprocity with Miami-Dade County.
  • Possess or Obtain Provisional Plumbing Inspector and Plans Examiner certification from the Florida Board of Code Administrators and Inspectors within ninety (90) days of appointment.
