Construction Project Manager

Overview

Responsible for managing, leading, coordinating, and administering the project from the conceptual stages through planning, engineering, procurement, construction, start‑up, performance testing, initial operations, and prime contract close‑out. Supports Business Development in expanding current work scope, developing proposal technical and pricing strategies, and preparing proposal execution strategies/plans. Supervises the development of budgets and schedules, manages performance, reports progress, and initiates action to assure project objectives and schedules are met and work is performed within budget and according to specifications.

Responsibilities
  • Assist BD in developing win plans, preliminary project execution plans, estimating plans, proposal plans, proposals, and contract reviews; draft prime contract and proposal documents; participate in prime contract negotiations.
  • Establish an appropriate, integrated organizational structure; define and communicate roles, responsibilities, and authorities to project team members and the customer.
  • Ensure scope, design basis, and objectives are defined; create detailed work plans, schedules, budgets, and procedures.
  • Monitor and control all contractual commitments; implement change management control system and document management.
  • Facilitate development, communication, and implementation of Project Execution Reviews and Project Control systems.
  • Identify quality requirements; assess customer perception of quality on a regular basis.
  • Oversee the Environmental, Health & Safety program; ensure design complies with EH&S laws and regulations.
  • Oversee Document Control and Records Management; coordinate documentation and software turnover package to the client.
  • Review and approve bid tabulations for commitments on all major purchase orders, contracts, and sub‑contracts; approve critical changes.
  • Direct preparation of the Project Status Report (PFSR) to Lemartec.
  • Monitor cash flow to minimize use of Lemartec capital resources; inform the customer of current and anticipated cash requirements.
  • Assist in training new project managers and other personnel through formal and on‑the‑job training courses.
  • Promote Continuous Improvement (CI) and total installed cost (TIC) concepts; initiate team building.
  • Conduct periodic project and customer meetings; develop communication plans.
  • Document all turnover activities; obtain customer’s final acceptance; prepare final project report.
  • Report to the Project Director for all project related needs; act as principal contact throughout the project duration.
Qualifications
  • Bachelor’s degree in Architecture, Engineering or Construction (or 5 years of relevant experience in lieu). Additional 5 years of experience in lieu of degree.
  • 5+ Years of experience as a Project Manager on commercial and/or industrial projects.
  • 3 Years of experience working on Interiors.
Knowledge / Skills / Abilities
  • Knowledge of Lemartec organization, policies, procedures and programs including QA/QC and Safety.
  • Knowledge of industry technology and EPC work processes; experience with lump sum, GMP and reimbursable projects.
  • Ability to effectively organize and staff a project team in a matrix organization.
  • Knowledge of front‑end activities:
    Best Practices/Lessons Learned, Constructability, Risk Analysis/Contingency Evaluation, and Estimate/Proposal Review Process.
  • Proficiency with Project Controls (Procore), Financial management (PSR, Sage), Automation, Records management, Root Cause Analysis.
  • Baseline development and implementation:
    Scope Definition, Roles and Responsibilities, Estimates and loaded schedules, Progress curves and metrics, Reports and action‑item tracking.
  • Business and Commercial awareness:
    Cash flow management, conservation of Lemartec capital, continuous improvement methodologies.
  • Prime contract and sub‑contract formulation, risk analysis, negotiations, implementation; change control, cost trend program, document hierarchy, insurance and bonding issues.
  • Effective oral, written, graphic communication and presentation skills; meeting facilitation.
