Position Overview The Senior Program Specialist (SPS) provides advanced technical, operational, and strategic advisory support to Department of Defense (DoD) and/or Interagency organizations. This role supports senior leadership and cross-functional teams through the early adoption and integration of emerging technologies, enabling strategic decision-making, mission planning, and operational execution. The SPS applies a strong understanding of emerging technologies and strategic concepts to develop, communicate, and operationalize technology solutions across Joint Directorates, academic partners, and foreign mission partners.

Minimum Requirements Active Top Secret (TS) clearance required
Master’s degree OR a minimum of 11+ years of experience supporting DoD and/or Interagency organizations
Demonstrated experience in:
Early adoption of technology
Understanding and applying emerging technologies
Strategic thinking within cross-functional technology environments
Ability to communicate complex technical concepts to senior leadership and diverse stakeholders

Key Responsibilities Apply emerging technologies to support strategic, operational, and intelligence objectives across the command and partner organizations
Provide technical, operational, and intelligence advisory support to enable integration within enterprise and mission-focused technology platforms
Provide specialized expertise during the planning and execution of military exercises and operations
Conduct briefings and debriefings related to technology integration, task management, and risk mitigation
Develop and deliver system architectures, platform overviews, implementation strategies, and product example briefings for internal, external, and public-facing events
Create and maintain project milestones, schedules, and technology roadmaps
Mentor, train, and advise senior leadership and cross-functional teams
Collaborate with Joint Directorates, academic institutions, and foreign mission partners to communicate strategic vision and technology solutions
Required Knowledge, Skills, and Abilities (KSAs) Demonstrated capability to apply emerging technology and strategic understanding to mission objectives

Experience with technologies such as:
Graph stores and RDF triples
Location-Based Intelligence
Artificial Intelligence and Machine Learning (AI/ML)
Data enrichment pipelines
Geographic Information Systems (GIS)
Strong written and verbal communication skills across technical and non-technical audiences
Experience supporting senior-level decision-makers in operational and strategic environments

Preferred Qualifications Working knowledge of Esri ArcGIS Enterprise systems
Experience briefing executive-level or senior military leadership
Experience supporting joint, interagency, or multinational environments
