Position: Affirmative Civil Enforcement (ACE) Investigator

Position: ACE Investigator

CGS Federal (Contact Government Services) is seeking an experienced ACE Investigator to provide assistance for a large Federal agency initiative. This role demands extensive investigative techniques and fraud detection knowledge to support federal public funds and programs.

Pay

Base pay range: $51,435.30/yr – $66,131.10/yr. This range is provided by CGS Federal; actual pay will be based on skills and experience.

Responsibilities
  • Generate new investigations and maintain ongoing investigations and civil actions involving fraud in areas such as healthcare, contracting, grants, and federal public funds.
  • Collaborate regularly with ACE attorneys and designated agency personnel to generate fraud investigations.
  • Perform ancillary investigative services to support assigned fraud cases.
  • Use electronic databases (public records, property records, business records, government databases) to identify documents, witnesses, and evidence.
  • Prepare progress reports for AUSAs and supervisory attorneys, including findings, analyses, recommendations, and assessments of evidence and witness strengths.
  • Examine records (books, ledgers, payrolls, cost reports, billing statements, invoices, correspondence, computer data) related to the investigation.
  • Conduct sophisticated analyses of large‑scale hard‑copy and electronic data, such as health‑care claims and financial transactions, to develop leads and assess relevance.
  • Gather and analyze facts—witness statements, timelines, technical data—to advance investigative objectives and establish relationships between facts and evidence.
  • Analyze evidence to clarify suspect or organization patterns, identify relevant information, and recommend approaches for AUSAs and investigative teams.
  • Assist ACE AUSAs with in‑person and/or telephonic witness interviews, depositions, and sworn examinations.
  • Assist with preparation and service of subpoenas for documentary materials, interrogatories, or witness testimony.
  • Develop a comprehensive understanding of applicable federal, state, or local laws to make sound investigative decisions.
  • Identify efficient methods for planning, scheduling, and conducting investigations and recognize necessary resources.
  • Perform other related ACE investigator duties as assigned and within scope.
  • Attend required meetings and trainings.
Qualifications
  • Proficiency with MS Word, Excel, Outlook, Access, Adobe Acrobat Pro, and other databases; experience with document review platforms (e.g., Relativity), claim data spreadsheets, and docketing software is a plus.
  • Ability to review and understand a wide variety of documents, both legal and non‑legal.
  • Independent thinking and investigative strategy development.
  • Excellent communication skills, professional interaction with all staff levels.
  • Ability to meet deadlines and work collaboratively in a professional office.
  • Skillful in courteous and tactful interpersonal dealings.
