Position: Clinical Nurse Manager (O-6 Billet) Supervisory

Overview

The Clinical Nurse Manager oversees nursing services at ICE facilities, ensuring compliance with laws, regulations, and standards. Responsibilities include supervising staff, managing operations, and conducting training. The role requires advanced nursing expertise, leadership, and adaptability in high-tempo environments, including detention & staging facilities. This position is open to current USPHS officers only; USPHS Call to Active Duty (CAD) candidates are not eligible.

Duties
  • Understand theories, concepts, principles, and their relationships underlying professional nursing practice to improve efficiency and quality of care.
  • Apply advanced nursing knowledge through an intensive learning regimen of nursing theory and practice.
  • Develop, explore, evaluate, design, and share solutions to resolve nursing-related problems and improve outcomes.
  • Identify, analyze, advise, consult, and report on nursing data, conditions, and problems with strong communication and interpersonal skills.
  • Stay informed on nursing literature and current best practices.
  • Assess, resolve, and predict relationships among data under varying conditions; collaborate with physicians and other healthcare professionals to develop patient care plans.
  • Evaluate nursing care plan execution and advocate for changes to improve patient health outcomes and staff well-being.
  • Possibly serve as clinical consultant for health outcomes quality measures, case reviews, compliance with guidelines, audit recovery, and policy guidance in collaboration with IHSC Medical Quality Management Unit.
  • Provide nursing services consistent with IHSC policies while maintaining patient confidentiality and safety.
Requirements
  • You must be a U.S. citizen to apply for this position.
  • You must successfully pass a background investigation and drug screen.
  • Male applicants born after 12/31/1959 must certify Selective Service registration.
  • Service Remaining Requirement Agreement: 18 to 24 months of commitment upon appointment.
  • Assignment Pay Agreement:
    Current agreements must be fulfilled within 90 days of application submission, if applicable.
  • Applicants must be a current USPHS Commissioned Corps Officer; civilians are not eligible. CAD candidates are not eligible.
  • IHSC TDY On-Call Schedule (ITOS) participation is required for PHS officers.
Qualifications
  • Professional clinical nursing experience: 9 years total; include 4 years in a specialty area (correctional health care preferred) and 4 years direct clinical patient care (inpatient) preferred.
  • Administrative supervisory experience: 3+ years.
  • Current CPR/BLS certification; obtain CCHP-RN within 2 years of assignment; complete ICE Supervisory Leadership Training within 1 year and Advanced ICE Supervisory Leadership Training within 2 years.
  • Baccalaureate Degree in Nursing;
    Master’s Degree in Nursing or related field preferred.
  • Current RN license and ongoing licensure compliance; professional credentials relevant to the specialty.
  • Knowledge of nursing practice acts and wide range of complex nursing concepts in mental health, medical/surgical, ambulatory, and emergency care.
  • Leadership, team-building, staff development, and adult learning skills; ability to adapt to changing schedules and priorities.
  • Follows supervisory chain of command and performs other duties as assigned; some travel may be required.
Physical Demands
  • Position is hazardous duty in a detention setting; may involve lifting >30 pounds and assisting injured individuals.
  • Requires the ability to respond to emergencies, including running, standing for extended periods, and working in austere environments.
  • CPR/emergency care may be performed in standing or kneeling positions.
Additional Information
  • Location:

    ICE Health Service Corps (IHSC), Office of Deputy Assistant Director of Clinical Services. Reports to Regional Nurse Manager;
    Chief Nurse as reviewing official.
  • Supervisory role within the local TRIAD leadership team, collaborating with the clinical director and health service administrator.
  • Role includes oversight of nursing services, ensuring compliance with national, state, and local nursing laws and regulations; supervision of assistant nurse manager and review of federal nursing staff.
  • Some travel may be required; this is a supervisory position.
