Position: Clinical Assistant Nurse Manager (O-5 Billet) Supervisory

Overview

Clinical Assistant Nurse Manager (O-5 Billet) Supervisory role at U.S. Immigration and Customs Enforcement (ICE). The Clinical Assistant Nurse Manager supervises nursing services at ICE facilities, ensuring compliance with laws, policies, and standards. Responsibilities include staff supervision, quality assurance, and patient care. Requires RN licensure, 5+ years of clinical experience. Reports to the Nurse Manager (NM) and Regional NM, serving as acting NM as needed.

and Responsibilities
  • Understand theories, concepts, principles, and their relationships underlying professional nursing to improve efficiency and quality of care.
  • Apply knowledge acquired through a systematic study of nursing concepts and scientific principles.
  • Create, explore, evaluate, design, and share solutions to resolve problems in nursing care.
  • Identify, analyze, advise, consult, and report on nursing data, conditions, and problems.
  • Stay informed about nursing subjects, analyses, and proposals in professional literature.
  • Assess, resolve, and predict relationships and interactions of data and findings under varying conditions.
  • Reason from established nursing knowledge to address new areas and phenomena.
  • Collaborate with physicians and other healthcare professionals to develop patient care plans and determine nursing needs for individuals or groups.
  • Evaluate the execution of nursing care plans and recommend changes to nursing leadership to improve patient health and wellbeing.
  • Provide clinical advisory tasks related to health outcomes, quality measures, case reviews for adequacy of care, compliance with guidelines, audit recovery, and policy guidance for nursing care reviews in collaboration with IHSC Medical Quality Management Unit.
Technical Duties And Responsibilities
  • Use and carry out standard procedures for specialized healthcare fields in nursing.
  • Apply basic nursing knowledge through practical experience and standardized processes and criteria.
  • Apply predetermined procedures and practices in nursing, or related fields, requiring judgment and adaptation of standard methods.
  • Carry out tasks, methods, procedures, and computations based on instructions and standards.
  • Collect, observe, test, and record data to monitor patient care.
  • Foresee effects of procedural changes and appraise results based on experience and reasoning.
  • Stay up-to-date with practical methods through on-the-job and classroom training.
Requirements and Conditions of Employment
  • You must be a U.S. citizen to apply for this position.
  • You must successfully pass a background investigation and a drug screen.
  • Males born after 12/31/59 must certify Selective Service registration.
  • Meet all requirements by the closing date unless otherwise noted.
  • Service Remaining Requirement Agreement: upon appointment, an 18 to 24-month commitment to IHSC.
  • Assignment Pay Agreement: if you have one, it must be fulfilled within 90 days of application submission.
  • Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible. Civilians are not eligible.
  • PHS officers may participate in IHSC TDY On-Call Schedule (ITOS). ITOS is a month or two 16-day periods per year as needed.
Qualifications and Education
  • Professional clinical nursing experience: 5 years; correctional health care experience preferred; 2 years direct clinical patient care experience preferred.
  • Administrative experience in a supervisory capacity (Relevant Training). Maintain CPR/BLS certification.
  • Obtain CCHP-RN within 2 years of assignment.
  • Complete ICE Supervisory Leadership Training within 1 year; recommend Advanced ICE Supervisory Leadership Training within 2 years.
  • Cultural competency through agency/other training.
  • Baccalaureate Degree in Nursing;
    Master’s Degree in Nursing or related field preferred.
  • Nursing License:
    Registered Nurse (RN); maintain current licensure.
  • Professional credentials/certifications appropriate to current job specialty.
  • Graduate of a professional nursing school approved by the state accrediting agency; knowledge of the Nurse Practice Act for licensing states.
  • Knowledge of broad nursing concepts, including mental health, medical/surgical, ambulatory, and emergency nursing care.
  • Knowledge of correctional nursing concepts and leadership skills; team building; staff development; and adult learning principles.
  • Ability to adapt to schedule changes and follow the supervisory chain of command.
  • Willingness to perform other duties as assigned; some travel may be required.
