WASTE EQUIPMENT OPERATOR TRAINING AND PROMOTIONAL OPPORTUNITY

Entry $ 53,007.29 – Max $80,417.74 Yearly (006213) (Job Opening #98152)

Minimum Qualifications

Continuous employment, permanent status and three (3) years of acceptable on the job performance as a Trash Truck Driver, Waste Tractor Trailer Driver, Waste Truck Driver Operator or Trash Crane Operator and successful completion of the Department’s Waste Equipment Operator Training Program are required. Must possess a CDL Class B or higher rated license; OR Two (2) years of experience operating heavy duty construction, earth-moving, or waste separation equipment, such as bulldozers, excavators, front-end loaders, wheel loaders of backhoes are required.

Must possess a CDL Class B or higher rated License.

Preference

Preference will be given to applicants in the AFSCME – Local 3292 waste bargaining unit. Eligible AFSCME 3292 Solid Waste Employees will have the following: A valid Florida Commercial Driver’s License (CDL) Class A or B (temporary permits will not be accepted), and Continuous employment, permanent status and three (3) years of acceptable on-the-job performance as a Trash Truck Driver, Waste Truck Driver Operator, Waste Tractor Trailer Driver or Trash Crane Operator in the Department of Solid Waste Management on or before December 21, 2025.

Vacancies may occur at any of the following divisions or locations:
Landfill Division-Resources Recovery Landfill, North Dade Landfill or South Dade Landfill;
Transfer Division-North East Transfer, West Transfer or Central Transfer. Work schedules may require employees to work weekends. Shift assignments and days off will be based on departmental needs. Employees in this classification are considered essential employees and are required to work in emergency situations such as Hurricanes, Tropical Storms and other emergencies.

DSWM WASTE BARGAINING UNIT EMPLOYEES WASTE EQUIPMENT OPERATOR TRAINING PROCESS

A limited number of training slots will be available for eligible DSWM Waste Bargaining Unit employees.

Documentation Requirements

Employees must submit proof of a valid Florida Commercial Driver’s License (CDL Class A or

B). The required work experience including the eligible classifications and the Driver’s License Number must be clearly provided or risk disqualification. Driving records will be checked for validity prior to determining eligibility as well as a review of the entire driving record.

Eligibility Criteria and Selection Process
  • Eligible applicants are those Miami-Dade County Department of Solid Waste Management employees in the classifications of Trash Truck Driver, Waste Truck Driver Operator, Waste Tractor Trailer Driver or Trash Crane Operator, with continuous employment, permanent status, and three (3) years of acceptable on-the-job performance on or before December 21, 2025. Possession of a valid CDL Class A or B License is required.
  • All applicants eligible for the program will be evaluated and ranked on a general formalized performance ranking system including seniority, administrative action (disciplinary action), and performance reports for the 36 months prior December 21, 2025.
  • Applicants offered a training to promotion opportunity who decline the opportunity will be noted on the list and will need to wait until there is a new application window.
  • Employees placed on the training to promotion list will be subject to continued review of personnel files, driver license records and status, leave and attendance history and any adverse actions. This review may result in disapproval for this training to promotional opportunity.
  • Applicants will be selected for training in accordance with the Department’s Revised Selection Criteria of July 8, 2016.
  • Training to Promotional lists will be established for a period of one (1) year or until exhausted, whichever occurs first. However, the lists may be extended by the Human Resources Department for an additional two (2) years, providing for a new establishment date for the list, for each year extended.
  • Employees selected for training shall receive a one (1) pay step increase from their present rate for the periods of training, to include classroom and On the Job Training. At the completion of training, a performance assessment will be given wherein employees must demonstrate knowledge and proficiency in equipment operation.
  • In the event an employee fails to accept a promotional opportunity offer after successfully completing a training program, the department, at its discretion, may deduct the employees one (1) pay step increase from his/her present rate of pay as an over payment for the training period.
