Seasonal Laborer Leader – National Park Service

Summary

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

The primary purpose of this position is to serve as a working leader over a crew of seasonal workers tasked with performing seasonal laboring work such as bridge, trail, and campground maintenance.

Duties
  • Provide daily on‑site leadership for a trail maintenance crew of three or more laborers and various volunteer and conservation groups.
  • Responsible for passing instructions from supervisor to crew members and planning daily assignments ensuring safe work practices and safety equipment are utilized.
  • Demonstrates proper work methods and sets the pace; organizes tool caches and maintains adequate tool inventory for work projects.
  • Responsible for maintaining daily worksheets and time sheets for crew members.
  • Teaches and works with crew to maintain trails and campgrounds, set up and maintain tent sights in accordance with park regulations and Leave No Trace ethics, and performs other duties as assigned. Leads crews in clearing developed areas, trails, and campgrounds of fallen and hazardous trees, brushing, erosion control, installation of new trails, privy and shelter maintenance, bridging and signage repair, and tools and equipment maintenance.

Isle Royale National Park is a large, remote, and isolated island in the north‑western corner of Lake Superior. With numerous lakes and native wildlife the park offers a superb setting for recreational opportunities. Isle Royale is located 70 miles north of the park’s administrative headquarters in Houghton, MI.
The incumbent will be duty stationed on the island and occupy government quarters. Rent will be paid by the incumbent based on OMB Circular 45 guidelines. The park is 99% federally‑designated Wilderness with no roads, few telephones, no cellular coverage, limited amenities, and limited opportunity to travel to the mainland. The primary mode of travel throughout the island is by boat or hiking.

Internet access for personal business on government computers is permitted during non‑business hours. Government‑provided Wi‑Fi is also available at most duty stations. Grocery and other supplies are delivered weekly or bi‑weekly depending on the incumbent’s specific duty station on the island. Pets are prohibited to protect the island’s fauna from disease and other maladies.

Cut‑off Dates: This is an open continuous announcement with multiple cut‑off dates. Applications received by the initial cut‑off date, Monday, December 29, 2025, will be considered first. Subsequent applications will be considered throughout the announcement period, with additional referral certificates issued as vacancies arise.

Physical Demands

This position involves strenuous activity on a daily basis. The work requires lifting and carrying 75 to 100 lbs. of materials and equipment by hand or in backpacks, heavy pushing and pulling of wheel barrels, removal of fallen trees, and moving awkward objects such as picnic tables, 55‑gallon drums, and pit toilets. The incumbent walks four to ten miles daily at a minimum of three miles per hour to and from work sites.

During spring opening and frequently during the season, the incumbent hikes up to 18 miles with a 60‑lb pack at a three‑mile per hour pace. At work sites, the entire day is spent standing or walking with frequent bending, stooping, and kneeling. While operating boats, up to eight hours a day may involve sitting.

Motorboat Operation/Instructor Certification Course

Applicant must obtain a Motorboat Operator Certification Course (MOCC) or Motorboat Operator Instructor Certification Course (MOICC) or equivalent after entrance on duty date.
