Overview
Lead Proposal Analyst role at ST Engineering MRAS. Reports to the Head of Strategy and Business Development.
As a Lead Proposal Analyst, you will manage end-to-end proposal development, including planning, resource estimation, RFP analysis, and pricing strategy. You will collaborate cross-functionally to craft compliant responses with clear win themes and value propositions, support business development through volume leadership, writing, and Price-to-Win analysis, and drive timely delivery with continuous process improvement.
Location:
Baltimore, MD. Salary estimate: $113,000 to $141,300 per year. This role may involve access to export-controlled technology; a U.S. Person status or applicable export control authorization is required.
- Develop and execute proposal plans, estimate resources (people, schedule, and budget), analyze RFPs, create outlines and compliance matrices.
- Lead the proposal development process, write proposal responses, and develop pricing to deliver compelling and compliant proposals.
- Develop clear Win Themes and Value Propositions for the capture.
- Coordinate and collaborate with strategy/business development, program management, finance, contracts, engineering, and operations.
- Ensure on-time delivery of proposals and document lessons learned to improve processes.
- Lead volume efforts and writing assignments in support of Business Development and Capture activities.
- Provide business case modeling and analysis.
- Develop Price-to-Win analyses.
- Strategize the design of offers and prepare internal briefings to leadership and stakeholders.
- Bachelor’s degree in a technical, management, or business discipline with a minimum of 5 years of experience in proposal management and business case development including pricing and/or estimating analysis.
- Experience leading proposals with values greater than $20 million.
- Experience leading proposal volumes and/or serving as a writer on proposals.
- Strong attention to detail and ability to process large amounts of data across multiple programs.
- Strong teamwork and communication skills; ability to convey changes to plans clearly.
- Ability to organize, balance, and prioritize multiple tasks in a dynamic environment.
- Proficiency in MS Office (Excel and PowerPoint).
- Experience in competitive pricing analysis and related cost analysis.
- Eligibility related to export-controlled technology: U.S. Person status or valid export control authorization; if hired, provide proof of status.
- Master’s degree in STEM or Business Administration/Management.
- Experience developing and analyzing business cases for Risk and Revenue Share programs and discounted cash flow analyses.
- Strong critical thinking, leadership, communication, negotiation, and influencing skills with balanced technical, financial, and business acumen.
- Experience supporting competitive and sole-source proposals with values greater than $50M.
- Knowledge of Aerostructures and/or structural components of Airframes and Space Systems.
- Knowledge of Commercial and USG contracts including international programs.
