The preferred location for this position is the Northrop Grumman Lake Charles, LA office; however, candidates located at or who can relocate to the Baltimore, MD area or the Oklahoma City, OK area will also be considered.
Responsibilities- Managing Internal Research and Development (IRAD) efforts for the OU, including IRAD proposals, planning, and oversight.
- Lead cross‑organization technical collaboration on IRAD and captures (cross BU and Division).
- Ensure the technical vision and roadmap for the OU are aligned to Business Unit, Division, and Sector technology interests and strategic objectives.
- Ensure that required processes and procedures are followed so that technical solutions across the OU meet quality standards.
- Consulting or leading technical solutioning for capture efforts and participating in proposal development and reviews.
- Ensure appropriate collaboration technical leads across the OU and the programs they represent.
- Serve as the primary technical focal point for the OU Engineering Lead and the OU Director.
- Travel will be approximately 10% to 25% depending on the selected candidate’s location (Lake Charles, LA; Baltimore, MD; or Oklahoma City, OK).
- U.S. Citizenship.
- A Bachelor’s degree with a minimum of 14 years of experience, OR a Master’s degree with a minimum of 12 years of experience, OR a PhD with a minimum of 9 years of experience.
- Current DoD Secret or higher security clearance with ability to obtain TS/SCI clearance.
- Experience leading or participating in responses to 5+ proposal solicitations.
- IRAD planning / execution experience.
- Familiarity with aviation maintenance, integration, and modernization efforts across multiple platforms.
- Experience deploying solutions across multiple programs and encouraging cross‑program knowledge sharing.
- Demonstrated technical leadership skills, decisiveness, and ability to make sound technical judgments with limited information.
- Ability to comprehend and analyze complex problems and develop solutions.
- Strong interpersonal skills to communicate effectively with technical and business leadership.
- Active TS/SCI Security Clearance.
- Advanced degree in STEM or technical management.
- Experience architecting solutions to meet DoD requirements.
- Airworthiness experience including FAA Designated Engineering Representative (DER) or equivalent US Navy NavDER authorizations.
- Experience leading responses to proposal solicitations, including architecture definition, BOE generation, and written volume creation.
- Experience with program audits and subsequent responses.
- Experience with BAAs and RFI responses.
- Experience coordinating with external subcontractors and suppliers.
