We have an exciting opportunity for an experienced and dynamic Resource Manager to join our Reablement Service within Care4CE, Cheshire East Council Provider Services.

As a key leader within the service, you will play a pivotal role in delivering Cheshire East Council's Prevent, Reduce, Enable (PRE) Programme, helping people to remain independent for longer, reducing reliance on long-term services and enabling individuals to achieve the outcomes that matter most to them.

Working collaboratively with Adult Social Care, NHS partners and wider stakeholders, you will help shape and deliver innovative, integrated models of support that improve outcomes for residents while ensuring services remain responsive, sustainable and person‑centred.

About the role

As Resource Manager, you will provide both strategic and operational leadership across a dispersed workforce, ensuring the delivery of safe, effective and high‑quality Reablement services. You will lead teams across multiple locations, driving performance, quality, workforce development and continuous improvement.

A key aspect of the role will be supporting the development and delivery of integrated working arrangements with health partners, contributing to seamless pathways that support people to regain and maintain their independence.

You will be responsible for analysing and interpreting service performance data, identifying trends and opportunities for improvement, supporting service planning and ensuring resources are effectively deployed to meet demand. Through your leadership, you will champion the PRE principles, embedding strengths‑based, outcome‑focused practice throughout the service.

As Resource Manager, you will:
  • Lead, motivate and develop a dispersed workforce, creating a positive culture of accountability, collaboration and continuous learning.
  • Provide strategic leadership to ensure services are aligned with organisational priorities and the objectives of the Prevent, Reduce, Enable (PRE) Programme.
  • Drive service transformation and modernisation, supporting the redesign and continuous improvement of Reablement pathways and service delivery models.
  • Work collaboratively with NHS colleagues, Adult Social Care teams and other partner agencies as part of an integrated care model, ensuring effective partnership working and positive outcomes for individuals.
  • Champion strengths‑based and outcome‑focused practice, empowering people to maximise their independence and achieve their personal goals.
  • Monitor, analyse and report on service performance, using data and insight to inform decision‑making, service planning, workforce deployment and continuous improvement activity.
  • Ensure services are responsive to changing demand and that resources are planned and utilised effectively.
  • Maintain a strong focus on quality, compliance and risk management, ensuring all regulatory and statutory requirements are met.
  • Lead on audits, quality assurance activity, recruitment, workforce planning, investigations, absence management and staff development.
  • Support the development and implementation of policies, procedures and best practice across the service.
  • Build effective relationships with individuals, families, carers, colleagues and local stakeholders to strengthen community connections and service delivery.
  • Where required, undertake Registered Manager responsibilities and ensure compliance with CQC standards.
About you

You will be an experienced leader with a strong background in health, social care or a related field, and a proven ability to manage services at both an operational and strategic level.

You will be able to demonstrate:

  • Significant experience of leading and managing teams within health or social care services.
