We are seeking an experienced Interim Project Manager to oversee the delivery of capital works and planned investment programmes across a social housing portfolio.

This is an excellent opportunity for a property maintenance professional with strong contract management, technical surveying and budget control experience to manage investment projects from inception through to completion, ensuring works are delivered safely, on time, within budget and to the required quality standards.

You will work closely with contractors, consultants and internal stakeholders to drive performance, achieve value for money and ensure a high-quality, resident-focused service.

Key Responsibilities
  • Manage the delivery of capital works and cyclical investment projects, ensuring programmes are completed on time, within budget and in line with agreed specifications.
  • Oversee contractors and consultants, monitoring performance against contractual KPIs, programme milestones and quality standards.
  • Manage project budgets, cash flow forecasts, variations, applications for payment and final accounts.
  • Undertake property surveys, technical appraisals and defect investigations, preparing detailed specifications and schedules of work for tender.
  • Ensure all works comply with relevant building regulations, health and safety legislation, statutory requirements and organisational policies.
  • Carry out regular site visits and inspections, working with contractors and quality assurance teams to monitor progress, resolve issues and manage defects.
  • Identify and address programme delays, access issues, site challenges and risks, implementing corrective action where required.
  • Manage resident communications, customer enquiries and complaints, ensuring a positive customer experience throughout the project lifecycle.
  • Support the preparation and delivery of investment programmes, maintaining accurate records of project progress, expenditure and performance.
  • Liaise with internal teams and external stakeholders to coordinate works, avoid programme clashes and ensure effective project delivery.
  • Prepare project reports, chair meetings where required and provide technical advice on construction and property-related matters.
Essential Experience & Skills
  • Significant experience managing capital works, planned investment and/or cyclical maintenance programmes, ideally within social housing or local authority environments.
  • Strong knowledge of housing construction, property maintenance, component replacement and building-related defects.
  • Proven experience managing contractors and administering construction contracts, such as JCT, TPC or similar industry-standard forms.
  • Demonstrable experience of budget management, cost control, cash flow forecasting and achieving value for money.
  • Ability to prepare detailed work specifications, schedules of work and tender documentation.
  • Strong understanding of health and safety legislation, building regulations, construction standards and compliance requirements.
  • Experience managing projects from inception through to completion, including quality inspections, handovers and defect resolution.
  • Excellent communication, negotiation and stakeholder management skills, with a strong focus on resident satisfaction.
  • A methodical, organised and proactive approach, with the ability to manage competing priorities and work independently.
Qualifications
  • HND/HNC level qualification or equivalent relevant professional qualification, or equivalent experience.
  • Relevant CSCS card.
  • Membership of RICS, CIOB or a similar professional body would be advantageous.
  • SMSTS or an equivalent relevant qualification.
