Construction Planning Engineer – East West Railway Company
The Construction Planning Engineer will play a pivotal role in delivering the East West Rail (EWR) infrastructure programme, ensuring that the route‑wide works programme aligns with strategic objectives, compliance requirements, and budget constraints.
OverviewEast West Railway Company (EWR Co) is delivering a new railway linking communities between Oxford and Cambridge. The programme is overseen by the Department for Transport and focuses on building an inclusive, safe, and sustainable railway.
Key Responsibilities- Ensure delivery aligns with the EWR Delivery Plan and Construction & Logistics Strategy.
- Promote and implement construction best practice, safer and secure approaches, including CDM 2015 and Safety by Design principles.
- Champion innovative solutions such as Modern Methods of Construction and sustainable practices aligned with the EWR environmental strategy.
- Provide constructability & logistics advice and guidance to Programme Development Teams.
- Collaborate with Programme Development Teams and Technical Partners to develop a robust integrated end‑to‑end schedule that meets cost targets and minimizes stakeholder impacts.
- Identify and assess potential C&L issues with subject‑matter experts and recommend improvements.
- Review and evaluate constructability & logistics methodologies, offering independent challenge and feedback of partner proposals.
- Produce conceptual phasing and staging of work, including on‑network possession and access strategies.
- Assess Value Engineering options and develop implementation plans.
- Prepare and present detailed reports on constructability & logistics assessments, including risk identification and mitigation.
- Support and conduct site visits and inspections to validate design decisions.
- Maintain up‑to‑date knowledge of industry standards, regulations, and innovative construction practices.
- Adopt and enforce EWR Co Health & Safety principles and contribute to a culture of safety.
- Support commercial reviews, ensuring a cost‑conscious approach that protects taxpayer money.
- Extensive experience in complex ‘Major Project’ infrastructure delivery, including large‑scale railway or highway infrastructure.
- Demonstrable construction planning for large‑scale infrastructure projects.
- Applied CDM 2015 and Safe by Design principles in practice.
- Experience with the CSM‑RA process and governance.
- Proven track record of assessing and improving constructability in complex engineering designs.
- Strong understanding of engineering principles, railway systems, construction methodologies, and industry best practices.
- Knowledge of both on‑network and off‑network construction planning.
- Proactive, curious, and collaborative behavioural traits.
- Excellent verbal and written communication skills.
- Chartered status in a relevant engineering field or an equivalent qualification.
