ResponsibilitiesThe Senior Commercial Manager is responsible for delivering commercial activities within the Delivery teams. The role provides leadership to HS2 commercial staff engaged in the management of the major infrastructure contracts required to deliver the HS2 vision. The role works alongside the supply chain and contractors within the development and delivery teams, assuring and supporting their commercial activities to provide an independent view to Head of Commercial.
Pre‑Contract- Develop commercial works information, review works information from other functions and draft contract documents to ensure consistency and alignment with procurement plans.
- Support the Procurement team in the development and delivery of tender evaluation models and contract documentation including terms and conditions and associated commercial mechanisms, works and site information to be consistent with strategies and procurement plans.
- Evaluate tenders and support moderation to achieve Contract Award.
- Develop a contract management plan.
- Support contract readiness.
- Provide commercial assurance to Head of Commercial of all Delivery commercial activities (HS2 & Supply Chain).
- Deliver commercial and contract management of the contracts to maintain effective commercial control.
- Administer the obligations of the Project Manager under the NEC3 Contract, including assessment of variations and compensation events, contract payments and performance incentives.
- Manage effective cost verification.
- Review and analyse supply chain monthly reports to drive supply chain performance.
- Provide input into contract level performance information into monthly M reports.
- Provide final cost estimate updates.
- Support monthly contract and programme performance reviews and other ad hoc reviews.
- Support the settlement of supply chain disputes.
- Provide day‑to‑day ad‑hoc contract and commercial advice to client team.
- Support the identification of opportunities for project savings and develop associated proposals / business case for approval.
- Support the development of a collaborative culture within the IPT that encourages innovation, enhances functional capability, creates consistency of performance, maximises the benefits of knowledge sharing and embeds industry best practice across the organisation.
- Support the relationship and engagement with key contractors.
- Review estimates at all stages.
- Lead and review estimates.
- Provide second key corporate governance approval of change and risk draw down in accordance with corporate governance requirements.
- Lead commercial resources, agree objectives, manage performance and development to ensure staff have the necessary skills and support to deliver in their roles.
- Provide domain knowledge in the development and maintenance of efficient and effective contract and commercial management policies, processes and procedures.
- Actively promote and embed Equality, Diversity and Inclusion (EDI) in all work and support and comply with all organisational initiatives, policies and procedures on EDI.
- Manage and administer high value and delivery critical contracts to deliver major complex infrastructure or similar projects and programmes.
- Develop commercial strategies and plans on infrastructure projects.
- Deliver value‑driven management of commercial relationships with supply chain.
- Support negotiations with both internal and external parties, and settle disputes whilst maintaining business‑critical commercial relationships.
- Manage internal and external stakeholder parties to achieve successful project outcomes.
- Develop and improve commercial policies, processes and procedures.
- Support the development of commercial teams in complex organisation.
- Demonstrate contract, commercial and risk management skills.
