General Description

Performs professional level human resources‑related duties in some or all of the following functional areas: employee relations, training, employment, reporting, and coaching.

Essential Job Functions
  • Advocates building organizational culture through aligning decisions with core values including integrity, honesty, respect, diversity, innovation, accountability, and communication.
  • Oversees and coordinates the onboarding and pre‑employment process for new employees.
  • Schedules and coordinates pre‑employment drug testing and physical examinations as required.
  • Reviews onboarding packets to ensure completeness and accuracy prior to final approval.
  • Evaluates and recommends new programs, assists with implementation of new software packages, and troubleshoots software system problems.
  • Represents the Board of County Commissioners at job fairs and recruitment events; assists with planning and implementation of recruitment initiatives.
  • Administers the Board of County Commissioners Tuition Assistance Program, including communication, tracking, reporting, and reimbursement processing.
  • Posts job announcements, screens employment applications, participates in interviews, and assists with the recruitment and selection process.
  • Advises applicants of job opportunities and position requirements.
  • Assists with public records requests and records management, archiving documents appropriately, and reviewing with the Human Resources Manager prior to finalizing.
  • Maintains accurate and up‑to‑date human resources files, records, and documentation; maintains the integrity and confidentiality of such files and records and ensures all records retention requirements are met.
  • Ensures compliance with all applicable Federal, State, and local employment laws and regulations.
  • Assists with administration of the County’s drug and alcohol testing program including pre‑employment, random, post‑accident, reasonable suspicion, and return‑to‑duty testing.
  • Participates in the development and implementation of HR policies, procedures, programs, goals, and objectives.
  • Conducts research; collects, analyzes, and prepares statistical data and management reports; presents findings and recommendations.
  • Responds to inquiries from applicants, employees, and the public regarding HR programs, policies, procedures, and employment opportunities.
  • Provides guidance to supervisors and managers throughout the interview and selection process.
  • Enters and maintains employee information in the Human Resources Information System (HRIS).
  • Assists with administration of Family and Medical Leave Act (FMLA) processes.
  • Conducts job audits and assists with determining proper classification, FLSA status, EEO designation, and salary grade.
  • Assists with salary surveys and compensation analysis.
  • Drafts correspondence in response to requests from employees, citizens, and external partners.
  • Maintains standard operating procedures for assigned HR functions.
  • Provides back‑up support for front office operations and telephone coverage.
  • Prioritizes and manages time‑sensitive assignments to ensure timely completion.
  • Maintains strict confidentiality and discretion when handling sensitive human resources information.
  • Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times, both in actions and appearance.
  • May have a role in the County’s disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
  • Must be able to meet minimum attendance standards.
  • Performs related duties as required.
ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS

The physical requirements are that of sedentary work and include exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Walking and standing are required occasionally. The job requires fingering such as picking, pinching, typing or otherwise working primarily with fingers rather than the entire hand.
