Position Summary:
Responsible for supervising and assessing youth treatment specialists as they interact with residents and provide for the day‑to‑day care and supervision of residents at a 24‑hour Residential Care Center, Type II.
The Center is licensed under DCF 52 to provide a Type II residential treatment facility for 24 youth (ages 12-17). Residents include adjudicated youth under Department supervision including youth in the Milwaukee County Accountability Program; multi‑system youth (Delinquency and CHIPS) in transition;
Wraparound Milwaukee youth; youth who are receiving Aftercare upon release from a juvenile correctional facility.
- Provide one‑to‑one supervision of Lead Youth Treatment Specialists and Treatment Specialists to ensure professional growth and development and youth treatment plans are followed and regularly communicate with staff.
- Assist with interviewing and training staff.
- Provide leadership for operations team and role model for the Youth Treatment Specialists.
- Collaborate with the clinical supervisor and clinician to ensure staff are meeting youth’s emotional and behavioral health needs.
- Through supervision, ensure youth’s needs are being met by staff and team members.
- Lead shift transition meetings, staff meetings, and regularly communicate with staff.
- Review and approve all documentation including communication logs, shift reports, serious incident reports as required by the funding and licensing agencies with the timelines identified.
- Provide oversight, structure, and ensure the daily youth programming schedule is always implemented including the co‑facilitation of group programming.
- Always ensure youth remain safe and supervised.
- Assist with investigations, evaluate and mediate youth and staff concerns and complaints, as needed.
- Administer medication and ensure staff are aware of medication changes in collaboration with medical providers and nursing staff.
- Uphold and promote a positive and supportive culture for youth and staff.
- Maintain confidentiality within all written and verbal communications.
- Provide staff coverage for vacations, call‑ins and staff shortages.
- Keep appropriate documentation for all funding sources.
- Adhere to state licensing/certification requirements.
- Adhere to WCS Policies and Procedures.
- Other duties as assigned.

Provide coverage for absent staff and direct service to clients as needed. Other job‑related duties as may be necessary to carry out the responsibilities of the position.
Job Qualifications:Minimal
Qualifications:
- A bachelor’s or associate degree from a college or university with a focus on child and youth care work or in a social or behavioral science field.
- Be at least 21 years old (at least 2 years older than the oldest resident).
- At least 3 years of experience in public or private institutional childcare for the type of population the center serves.
- At least one year of experience as a supervisor or satisfactory completion of at least one course for credit in supervisory skill development and personnel management or have 40 hours of documented in‑service training involving supervisory skill development and personnel management.
- Have 2 years of experience in licensed institution childcare and be certified as a child and youth care worker meeting standards of the national organization of child and youth care workers association.
- Knowledge and skills to work with population age 12-17.
- Ability to display cultural competence by responding respectfully and effectively to people of all cultures, languages, classes, races, ethnic backgrounds, religions and other diversity factors in a manner that recognizes, affirms and values the worth of clients.
