This role serves as a Medicaid Subject Matter Expert (SME) for the Illinois Enterprise Data Warehouse (EDW). The Principal Data Analyst will provide leadership and guidance for large‑scale Medicaid data warehouse implementation, operations, reporting, and analytics, supporting business and technical decision‑making.

• Lead and advise stakeholders on Medicaid data warehouse design, operations, and reporting
• Provide expert guidance on claims processing, eligibility, provider enrollment, and third‑party liability
• Identify Medicaid agency data needs and recommend data‑driven solutions with proof of concepts
• Direct business and technical teams on proper healthcare data usage
• Recommend improvements based on Medicaid best practices, CMS standards, and policies
• Support dashboards, analytics, reports, and decision‑support tools for stakeholders

• 10+ years in Information Technology
• 5+ years working directly with or supporting State Medicaid agencies
• Strong knowledge of Medicaid claims, eligibility, and provider data
• CMS programs and federal reporting requirements
• Hands‑on experience with SQL and Excel for large data warehouse analysis
• Excellent communication, presentation, and stakeholder‑facing skills
• Ability to collaborate, mentor, and work with executive‑level clients

• 2+ years experience with PERM, T‑MSIS, CMS Federal Reporting
• 2+ years experience with HEDIS, CHIPRA, or quality metrics
• Experience with Teradata or similar enterprise database platforms

• State Medicaid experience – 5+ years
• Medicaid data expertise (claims, eligibility, providers)
• CMS reporting knowledge
