Case Manager – Master's

Under general direction, provides intensive social work services for the protection, rehabilitation, and care of children. This position also carries out critical social work assignments in any or all of the following cases: voluntary and non-voluntary child protective services, adult and children's mental health, and disabilities services; also performs related work as assigned.

The Center for Advanced Studies in Child Welfare (CASCW) partnered with the Minnesota Department of Human Services (DHS) and the Minnesota Association for County Social Services Administrators (MACSSA) and six counties with rural, urban and suburban populations to create the Minnesota Realistic Job Preview for Child Protection job description video.

The Case Manager – Master's job classification has been added to the Minnesota Merit System classifications. Some county agencies covered under the Minnesota Merit Systems will start using the new Case Manager title. This change is required because of a 2026 law that ends the long-standing county exemption allowing the "social worker" title to be used for jobs that do not require a social work degree.

If you would like to be on the eligible list for the new Case Manager - Master's title you will need to apply to the Case Manager – Master's (964-OC) posting. We expect most counties to transition to this new classification over the next few months.

• Interviews prospective clients at intake.
• Makes home visits to determine needs of individuals and families for services.
• Counsels families and individuals.
• Cooperates with local law enforcement and correction agencies in child abuse and neglect cases.
• Investigates complaints of abuse and neglect.
• Interprets child protective services and child welfare laws pertaining to dependency and neglect.
• Prepares social histories.
• Maintains case records which meet federal, state and local guidelines.
• Makes child care institutional and foster home placements.
• Provides preventative services to the dependent and neglected child.
• Provides adult and children's mental health services and services to persons with disabilities.
• Consults with psychiatrists, psychologists and attorneys in connection with case objectives.
• Prepares information and recommendations in connection with court cases and proceedings.
• Testifies in court proceedings.
• Interprets and implements judicial findings and court orders.
• Undertakes intensive long or short-term treatment plans in areas such as family management, marital counseling, childcare and development.
• Conducts group sessions with clients.
• Attends relevant meetings, workshops and training sessions.
• Provides public information on social service programs to the community and special groups.

A master's degree in social work from an accredited college/university. (A supervised field placement/internship providing case management and/or counseling to individual and families as part of the course curriculum is preferred). or A master's degree from an accredited college/university in counseling, clinical psychology or a closely related field with a specialization (39 quarter credits or 30 semester credits) in marriage, family, child or victim/offender counseling or a closely related specialization.
