Full‑time, Appointed, Non‑union. Salary: $33.88 to $44.61 DOQ.

Overview

Contributes to the fulfillment of the County mission and vision by planning, designing, and maintaining programs, policies, and management systems in all facets of county computer systems. Provides support of information technology and software application initiatives across county systems.

Responsibilities
  • Work with professionalism, integrity, respect, and innovation as a member of the Infrastructure Services team to deliver service to customers.
  • Develop and maintain practices to protect integrity, accuracy, confidentiality, and recoverability of data and information across the County.
  • Develop, coordinate, and manage security practices standardization, business continuity, service, and security methods, approaches, policies, and procedures across County systems.
  • Work with DES staff to evaluate new applications and systems for use in Chisago County.
  • Interface with user community to understand needs and assist in implementing procedures to accommodate them. Ensure user community understands and adheres to necessary procedures to maintain security of county network systems. Oversee accurate evaluation of levels of security required.
  • Assist in coordinating and conducting security risk assessments to identify risks and potential corrective actions.
  • Participate in development of procedures necessary to ensure safety of information systems assets and protect systems from intentional or inadvertent access or destruction.
  • Facilitate security awareness among staff so information is treated as an asset and develop and support training in multiple communities.
  • Maintain a system of management reporting that provides timely and relevant information on all aspects of computer security function.
  • Communicate directly to DES Management to assist in coordinating issues impacting or conflicting with local, state, federal privacy regulations. Research, communicate, and implement local, state, and federal statutes as they relate to confidentiality and security of patient information, electronic attestation, and other regulations impacting the electronic storage of protected information.
  • Lead IT projects and assure that appropriate resources are assigned, coordinating timelines, deliverables, and project schedules.
  • Provide after‑hours support of county‑supported networks as part of an on‑call rotation.
  • Other duties as assigned.
  • Qualifications

    Experience: Minimum 6 years of progressive experience in Information Systems; at least 2 years of computer systems security administration experience preferred. Seven years of progressive experience directly related to Network Security, Microsoft networking, PCs, and related technologies; or a combination of experience and college to equal 6 years.

    Education: Graduation from high school or equivalent. Requires a minimum two‑year certificate in data processing, computer science, microcomputer or related field, and 4 years of experience.

    Knowledge, Skills, and Abilities: Strong knowledge of information security management and practice; strong knowledge of applicable laws, regulations, guidelines, and professional standards for systems security; strong project management skills; good communication skills; change management skills; high motivation, team orientation, professionalism, trust, and dignity and respect.
