Responsibilities

Contract Administration

  • Serve as construction staff Team Leader and supervise multiple construction projects assigned to team, including NDDOT and consultant engineered projects.
  • Provide professional engineering expertise (responsible charge) to assure project compliance with department procedures and Board of Registration rules.
  • Interpret plans, specifications, special provisions, and policies.
  • Analyze and recommend solutions to construction staff and review change orders.
  • Provide project oversight on City and County projects with Federal funds.
  • Mentor and assist consultant, city, county and NDDOT construction staff on project management.
  • Keep current with the state of the art relative to construction practices, procedures, equipment, and materials.

Preliminary Engineering and Design

  • Supervise and provide professional engineering expertise for district project development of scoping reports, project concept reports, and design of highway plans.
  • Coordinate district design activities with the Central Office divisions.
  • Participate with Central Office divisions on all phases of development for projects, including NDDOT, City, County, and Consultant designs.
  • Schedule preliminary surveys. Assign personnel and equipment to provide timely completion.
  • Review existing conditions and survey data and gather information needed to develop Cat Ex and ECL's.
  • Prepare plans from concept report scope of work, approval and decisions, and incorporate design recommendations, project related data and environmental regulations.

District Management

  • Supervise construction staff and prepare and conduct annual performance reviews.
  • Monitor progress of subordinates, recommend training, and carry out disciplinary actions.
  • Participate in interview/hiring process.
  • Conduct necessary public relations activities such as preparation of news releases, attendance at public meetings and hearings, and presenting programs on department activities to various groups and organizations.
  • Resolve problems and complaints from other agencies and the public.
  • Provide engineering review, preparation and approval of various permits and agreements (drive, utility, drainage, right to enter, etc.).
  • Recommend and implement construction staff summer and winter assignments.
  • Prepare plans and proposals for emergency contracts.
  • Administer special programs for disaster assistance, emergency contracts, and other special projects, such as small scale safety projects, etc., as assigned.

Office Management and Recording

  • Maintain knowledge of department procedures and policies related to office activities involving administration of construction procedures.
  • Utilize computer in preparation of progress reports, estimates, haul sheets, change orders and other project documents.
  • Track proper shop drawings and certifications of materials required.
  • Notify contractors of deficiencies in necessary documentation.
  • Negotiate change orders items with contractors.
Minimum Qualifications
  • Registration as a professional engineer in North Dakota within 6 months of start date.
  • Bachelor of Science degree in Civil or Construction Engineering.
  • Minimum of four years of professional-level engineering work experience, including two years of supervisory or lead work experience.
  • Requires a class D driver’s license for travel to meetings and project locations.
  • Employment of the selected candidate will be contingent on satisfactorily completing the interview process and the required drug test, medical screening, reference check and driving records check.
