General Statement of DutiesDeputy Clerk/Auditor/Recorder (CAR) Specialist must be skilled at multi-tasking in an office with diverse responsibilities. The role is responsible for assisting and serving as a Deputy Recorder, Deputy Auditor, (including processes for Accounts Payable and Receivable), serving as a backup to Payroll/Insurance staff, performing functions associated with the Clerk of the Board of County Commissioners as well as supporting the Elections department as assigned and as needed.
All Deputy Clerk/Auditor/Recorder Specialists are expected to cross-train in all functions within the Clerk’s office during their tenure. Levels I-IV reflect various degrees of specialization and progressive levels of responsibility.
Job Responsibilities Deputy Clerk/Auditor/Recorder Specialist I
- Provides outstanding customer service to all customers, at all times.
- Monitors public facing email accounts for the Recorder’s Office and responds as appropriate.
- Maintains familiarity with relevant Recorder’s-specific Idaho statutes, including the Idaho Recorder’s Manual.
- Takes direction from the County Clerk, Chief Deputy Clerk/Auditor/Recorder, Deputy Recorders III, IV, and Payroll/Insurance Specialists III.
- Records Commissioner Meetings, prepares minutes for approval by the Board of Commissioners.
- Seals Clerk’s signature on original contracts and ensures proper recording and filing.
- Prepares approved written minutes for printing in permanent archive books.
- Scans approved archive minutes into Laserfiche or other electronic databases.
- Maintains an updated tracking file of all Commissioner Resolution and Ordinance documents, including codification.
- Assists the public with their requests (e.g., viewing and/or copying of minutes of Commissioner meetings).
- Assists with publication of legal notices and posting of Ordinances in designated areas, including offsite and online, as required.
- Researches and answers questions from the public at the counter and over the phone.
- Ensures the acceptance of proper and complete passport applications, adhering to the rules and regulations of the U.S. Department of State.
- Issues State of Idaho marriage licenses to qualified couples.
- Reviews documents for statutory requirements prior to recording.
- Records and scans physical documents into the County’s software platforms (e.g. Computer Arts Recording Program); returns recorded documents to the appropriate party.
- Reviews, records and uploads electronic documents into the County’s software platforms (e.g. Computer Arts Recording Program); rejects documents not meeting statutory requirements.
- Electronically downloads recorded images of daily documents to title companies.
- Ensures data entered into the computer is accurate by generating and proofing the daily Recording Report against the recorded documents.
- Reconciles fees with daily receipts and reports.
- Enters and scans plat and survey data into the computer; files permanent physical plats and surveys with the recording information.
- Sorts and files Corner Perpetuation documents into the correct files (books).
- Provides information to lending institutions and lien holders on Uniform Commercial Credit filings (UCC‑1).
- Types resolutions for destruction of Recorder Receipts.
- Sorts and processes incoming mail.
- Assists with digitizing historical records.
- Assists and supports the Election Department as needed and as assigned.
- Seeks cross‑training for skills associated with Deputy Clerk/Auditor/Recorder Specialist II.
