Recruiting for Amico Major Projects, Construction Infrastructure in the GTA currently on PACT/YYZ Accelerator Project  PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott Mac Donald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan.

This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.

Job Summary  The Chief Estimator is responsible for overseeing and managing the estimating function for all PACT projects, ensuring accurate, detailed, and competitive cost estimates are prepared in line with client specifications and project goals. This role requires a highly experienced professional with expertise in construction cost estimation, project planning, and leadership. The Chief Estimator will collaborate closely with senior management, project directors, engineers, and operations teams to drive successful bids and ensure robust pre‑construction planning.
Responsibilities   Lead and manage the estimating department, ensuring all bids are accurate, competitive, and completed on time
Prepare and review detailed cost estimates for large‑scale aviation and infrastructure projects, including materials, labor, equipment, subcontractor costs, and overheads
Oversee preparation of tender documentation and ensure compliance with client requirements and industry standards
Analyze drawings, specifications, and scopes of work to develop accurate and comprehensive estimates
Collaborate with project managers, engineers, and operations teams to align estimates with design updates, schedules, and resource requirements
Identify potential risks in estimates and develop mitigation strategies to protect project profitability
Build and maintain strong relationships with suppliers, subcontractors, and vendors to secure best pricing and quality
Contribute to value engineering exercises to identify cost‑saving opportunities while maintaining quality and scope
Ensure cost estimates are aligned with project budgets and provide regular financial forecasts to senior leadership
Lead, mentor, and develop the estimating team to drive accuracy, efficiency, and continuous improvement
Implement best practices, tools, and technologies to enhance estimating processes and reporting for management
Work Conditions  The position will be based at our offices in Mississauga, Ontario, with regular visits to the site offices and GTAA terminals as required. This position is 5 days per week with core hours of work between approximately 8:00am–5:00pm with 1 hour lunch or as agreed upon with your manager.
Desired Skills, Knowledge, Competencies   Bachelor’s degree in Construction Management, Quantity Surveying, Civil Engineering, or related field
Minimum 10 years of experience in construction estimating, with at least 5 years in a leadership role
Strong knowledge of construction methods, materials, and processes in aviation, civil, and infrastructure projects
Proven experience managing complex and large‑scale estimates and tenders
Proficiency with estimating software and tools (e.g., Pro Est, Bluebeam, or similar)
Strong understanding of construction contracts, procurement processes, and industry standards
Exceptional leadership skills with the ability to mentor and develop a team
Excellent attention to detail, analytical thinking, and problem‑solving abilities
Strong communication, negotiation, and organizational skills
Ability to manage multiple priorities in a fast‑paced, deadline‑driven environment
High level of integrity, professionalism, and commitment to continuous improvement
