About the Project:
The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometers farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.

Position Overview:

TRP has a current vacancy for a Systems Construction Manager who will be responsible for the safe, efficient, and timely execution of all railway systems construction activities on the ECWE project. The role oversees the design constructability review, procurement strategy and documentation, installation, integration, testing support, and commissioning readiness of railway systems delivered by multiple contractors and suppliers, ensuring compliance with the project requirements, safety standards, quality objectives, and construction schedules.

This role leads a multidisciplinary field team (including the OCS, TPSS, S&TCS, COMMS construction managers) and coordinates directly with civil construction managers, trackwork installation crews, and systems subcontractors.

The position serves as the primary construction interface between system contractors, design teams, project management and stakeholders ensuring successful coordination of field activities and effective management of construction risks, issues and interfaces.

The primary objective is to manage the physical transition from civil handover to systems fit-out, driving safety, schedule, and quality control up to the point of turning a static, built asset over to the Testing & Commissioning team.

Key Responsibilities:

Construction Management

Lead and manage all railway systems construction activities throughout the project lifecycle.

Oversee installation works for S&TCS, telecommunications, traction power, SCADA, train control, wayside systems, and associated railway infrastructure.

Ensure construction activities are executed in accordance with approved drawings, specifications, procedures, and project standards.

Monitor construction progress against approved schedules and key milestones.

Review specifications and design documentation from constructability perspective.

Develop the Scope of work and procurement packages.

Review procurement packages, prepare procurement report and analysis.

Ensure construction resources are effectively planned and deployed to meet project objectives.

Coordinate contractor mobilization, access requirements, and work packaging strategies.

Contractor Management

Manage the performance of railway systems contractors and subcontractors.

Verify that contractors comply with contractual obligations, construction methodologies, quality requirements, and safety standards.

Review construction work plans, method statements, inspection and test plans (ITPs), and work permits.

Monitor contractor productivity and address performance issues as required.

Support the evaluation and resolution of contractor claims, variations, and construction issues.

Contract & Change Administration:
Review field variance sheets, manage site instructions for systems subcontractors, and validate claims for extra work or altered site conditions.

Multi-Discipline Field Execution & Coordination

Construction Leadership:
Direct and oversee all on-site systems installation activities, managing sub-contractors and self-perform crews handling Signaling (Alstom CBTC), Traction Power (TPSS/OCS), Communications, and SCADA networks.

Civil-to-Systems Handover:
Manage the critical interface and phased handovers from the Civil/Structural teams (tunnels, stations, elevated guideways) to ensure rooms, shafts, and duct banks are ready for systems installation.

Access & Logistics Management:
Coordinate track access, work train schedules, and high-value materials logistics across a linear, 9.2 km brownfield and greenfield corridor to eliminate site-level trade conflicts.

BIM-to-Field Verification:
Work closely with the Digital Delivery team to ensure field installations precisely match 3D BIM coordination models, minimizing field modifications and spatial clashes.

Interface and Coordination Management

Coordinate construction interfaces between multiple railway systems disciplines and other project work streams.

Ensure effective collaboration between construction teams, designers, suppliers, testing teams, and operations stakeholders.

Lead regular coordination meetings to manage field issues and interface risks.

Facilitate resolution of construction conflicts impacting schedule, access, logistics or safety.

Coordinate possession planning, track access requirements, and staging activities.

Safety, Quality & Construction Governance

Promote and maintain a strong safety culture throughout construction execution.

Ensure compliance with applicable health, safety, environmental, and railway operational requirements.

Participate in safety inspections, audits, incident investigations, and corrective actions review.
