The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometers farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.
Position Overview:
TRP has a current vacancy for a TPSS Construction Lead who will be responsible for planning, the field execution, mechanical/electrical installation, and construction delivery of all Traction Power Substations across the ECWE corridor. The role ensures the safe, efficient, and compliant installation of TPSS equipment and associated electrical infrastructure in accordance with project requirements, approved designs, applicable standards and schedule commitments.
The TPSS Construction Lead serves as the primary field representative for TPSS construction works, coordinating with contractors, designers, utilities, systems suppliers, and commissioning teams to ensure successful delivery of all traction power assets through installation, testing, energization and handover.
This role directly manages the field subcontractors, ensures civil foundations are ready for heavy equipment drops, coordinates high-voltage utility grid connections with local power authorities (e.g., Toronto Hydro / Hydro One), and drives the physical build to a safe and successful handover for testing and commissioning.
Key Responsibilities:
Construction Management
Review specifications and design documentation from constructability perspective.
Develop the Scope of work and procurement packages.
Review procurement packages, prepare procurement report and analysis.
Lead all TPSS construction activities from site mobilization through commissioning and handover.
Supervise contractors performing TPSS civil, structural, electrical, mechanical, and systems installation works.
Ensure construction activities comply with approved IFC drawings, specifications, method statements, and project procedures.
Monitor field progress against construction schedules and project milestones.
Verify availability of labour, equipment, materials, and access required for successful execution.
Coordinate site logistics and construction sequencing activities.
Contractor Management
Manage TPSS contractors and subcontractors to ensure delivery against safety, quality, schedule, and performance objectives.
Review and approve construction work plans, method statements, and inspection and test plans (ITPs).
Monitor contractor productivity and progress performance.
Ensure timely completion of corrective actions and deficiency resolutions.
Participate in contractor performance reviews and progress meetings.
Technical Oversight
Oversee installation of:
AC utility power connections.
High-voltage switch gear.
Medium-voltage systems.
Traction transformers.
Rectifier transformers and rectifier units.
DC switch gear.
Protection and control systems.
SCADA interfaces and communications equipment.
Grounding and bonding systems.
Auxiliary power systems.
Emergency and backup power systems.
Ensure all installations comply with railway, electrical utility, and applicable electrical code requirements.
Support resolution of field engineering and design-related issues.
Interface Management
Coordinate TPSS activities with:
Guideway and track construction teams.
Overhead Catenary System (OCS) contractors.
Signalling and Communications contractors.
Utility providers.
Testing and Commissioning teams.
Operations and Maintenance representatives.
Manage interface risks and ensure timely issue resolution.
Participate in multidisciplinary construction coordination meetings.
Safety Management
Promote and maintain a strong safety culture on site.
Ensure compliance with project Health, Safety and Environmental (HSE) requirements.
Monitor high-risk electrical and switching activities.
Conduct site inspections and safety observations.
Participate in incident investigations and corrective action implementation.
Support electrical safety and lockout/tagout (LOTO) processes.
Quality Management
Ensure construction works comply with approved quality plans and project requirements.
Monitor inspections, testing activities, and hold-point requirements.
Review and close deficiencies, non-conformance reports (NCRs), and punch-list items.
Ensure completion of construction records and quality documentation.
Verify preparation and submission of as-built documentation.
Testing and Commissioning Support
Coordinate construction completion activities supporting energization and commissioning.
Ensure readiness of TPSS assets for testing and commissioning.
Support site acceptance testing, integrated testing, and energization activities.
Coordinate closure of pre-commissioning deficiencies.
Participate in operational readiness reviews and handover activities.
Planning and Reporting
Track and report TPSS construction progress.
Maintain construction dashboards, schedules, and action logs.
