Position Summary
BWXT’s Technical Services is seeking a visionary Strategic Infrastructure & Enterprise Campus Development Manager to lead long-range (20–40 year) campus and infrastructure planning for Canadian Nuclear Laboratories (CNL).
This role shapes the future of a large, complex, regulated industrial campuses, coordinating utilities, transportation, secure facilities, demolition, environmental constraints, and capital strategies.

Key Responsibilities• Lead development of long-range infrastructure strategies across multi-facility industrial campuses.
• Design infrastructure pathways supporting mission growth, secure operations and environmental stewardship.
• Develop master plans integrating utilities, transportation networks, radiological facilities, demolition sequencing, capital renewal, and future site expansion.
• Manage multi-campus upgrades while sustaining operational continuity.
• Oversee master planning, engineering, design, and multi-phase construction programs across CNL sites.
• Deliver large-scale capital programs aligned with regulatory frameworks and mission priorities.
• Introduce innovative planning methodologies informed by global industrial best practices.
Operational Integration
• Align infrastructure, facilities management, logistics, utilities, security, EH&S, and nuclear operations.
• Monitor cost, schedule, performance, and infrastructure health.
Stakeholder Engagement & Governance
• Collaborate with federal agencies, regulators, research clients, and cross-divisional stakeholders.
• Support funding strategies, compliance, and long‑range governance.
• Lead and mentor diverse planning and technical teams.
• Foster a culture of innovation, safety, and continuous improvement.
Qualifications• Bachelor’s degree in engineering, architecture, planning, or related field.
• 10+ years experience in large-scale infrastructure, industrial facility planning, campus development, military installation planning, airport planning, mining infrastructure, mega-industrial programs or similar.
• Proven experience coordinating complex, regulated, multi-facility planning environments.
