The Regulatory Affairs / Licensing Engineer provides support to the Callaway Energy Center in the areas of regulatory and licensing issues.

Key Responsibilities Regulatory Affairs
  • Provide critical review of operability evaluations performed in support of potentially reportable events.
  • Prepare complex correspondence to the NRC and other departments on inspection findings, requests for information, violations, technical and non-technical regulatory topics, and other regulatory issues.
  • Provide guidance to organization relative to compliance with NRC requirements, commitments, and the licensing basis.
  • Coordinate the development of strategy, prepare presentations, and participate in NRC Regulatory Conferences.
  • Prepare and ensure timely submittal of License Event Reports and other periodic and special reports as assigned.
  • Act as a point of contact with the NRC on routine matters related to inspection activity.
  • Analyze issues/findings using the NRC Significance Determination Process and be able to communicate this effectively to plant staff.
  • Process incoming correspondence related to NRC inspections and communicate any insights gained to the plant staff.
  • Coordinate close out of open event reports, inspection findings, violations, and technical and non-technical regulatory issues.
  • Collect and report data to support NRC performance indicators as assigned.
  • Develop and maintain Regulatory Affairs and Licensing Department procedures.
  • Perform cross-disciplinary reviews of other departments’ procedures.
  • Provide technical assistance to the Regulatory Affairs and Licensing group and conduct training as a subject matter expert for Regulatory Affairs and Licensing programs.
  • Coordinate inspections performed by the Nuclear Regulatory Commission at the Callaway site.
  • Perform internal assessments to ensure compliance with commitments and regulatory requirements for Regulatory Affairs and Licensing Department procedures and processes.
  • Coordinate the establishment, amendment, and/or close-out of regulatory commitments (as tracked in the Commitment Management Data Base).
  • Coordinate licensing activities, including maintenance of the 10 CFR 72.212 report, associated with the Independent Spent Fuel Pool Storage Installation (ISFSI) at the Callaway site.
Licensing
  • Provide support in maintaining a valid Callaway Energy Center Operating License and Technical Specifications.
  • Provide support to the plant in the area of licensing interpretations and defense of licensing positions with the NRC.
  • Coordinate preparation of submittals to change or amend the Callaway Energy Center Operating License and Technical Specifications.
  • Coordinate preparation of submittals or reports required by NRC regulations and the Callaway Energy Center Operating License.
  • Coordinate Ameren responses to NRC requests and correspondence (examples: RAIs, Generic Letters, Bulletins, and Regulatory Issues Summaries).
  • Coordinate changes to the FSAR and TS Bases through the processing of Change Notices.
  • Provide updates of the FSAR in accordance with the requirements of 10

    CFR
    50.71.
  • Act as a point of contact for NRC-NRR on licensing issues. Provide reviews, determine action, and coordinate resolution of all incoming, licensing related correspondence. Distribute other NRC related correspondence to affected parties for information.
  • Maintain a computer database and compile a report summarizing safety evaluations in accordance with the requirements of 10

    CFR
    50.59.
  • Serve as lead for Electronic Licensing Document Issues.
All RA / Licensing Engineers
  • Perform and document reportability evaluations for plant events and identified conditions.
  • Initiate and/or respond to Condition Reports for Regulatory Affairs and/or Licensing issues.
  • Assume Emergency Response Organization (ERO) duties in accordance with Callaway Energy Center Radiological Emergency Response Plan (RERP) including responding to assigned ERO facilities within the required RERP response time.
Qualifications
