The East Bay Municipal Utility District (The District) provides high-quality drinking water to 1.4 million customers in Alameda and Contra Costa counties.
The District’s wastewater system serves 740,000 customers and helps protect the ecosystem of the San Francisco Bay.
The District has a broad range of water and wastewater operations, hazards encountered, and regions covered.
Typical operations include water treatment, wastewater treatment, capital programs, hydropower and water supply, in-house pipeline construction and repair, fleet maintenance, and watershed management.
The District’s Regulatory Compliance Programs has greatly expanded the need to develop and oversee the implementation of environmental/safety specifications, coordinate hazardous material sampling, submittal review, project safety oversight, and field audits for the effective implementation of its Injury and Illness Prevention Plan (IIPP). Additionally, the expansion of the WHS’s Prevention Thru Design (PtD) program, which is a best management practice and proactive safety program, necessitates the need for more thorough design review to ensure facilities are built with injury prevention in mind.
Position Description
The Senior Environmental Health and Safety Specialist (Sr. EHSS) is a highly experienced in construction safety and would assist WHS with overseeing safety specification compliance, ensure contractors follow applicable environmental and safety construction regulation such as Cal/OSHA, EPA, BAAD etc. and provide a consistent field presence to ensure safety accountability.
The Sr. EHSS would take proactive measures for the development and implementation of a comprehensive contractor safety program, integrating safety into the RFP/Bidding Review Process, contractor safety orientations, development and tracking of project safety metrics, etc.
Completion of four years of college, resulting in graduation or its equivalent, with major work in environmental science, industrial hygiene, safety engineering, chemistry, biology, toxicology, engineering, or a closely related field and EITHER:

- Must possess physical characteristics to perform the critical and important duties of the job.
- Must be willing to work overtime and stand-by as needed.
- Must be willing to work under adverse conditions while collecting samples or conducting field studies.
- Must possess a valid California driver's license and be able to drive to work locations as needed.
Desirable Qualifications
- Progressively responsible experience in managing construction safety programs on active job sites.
- Demonstrated proficiency in applying Cal/OSHA Title 8 construction safety regulations, including fall protection, confined space, LOTO, and excavation requirements.
- Experience conducting field safety audits, incident investigations, and developing corrective actions to improve site safety performance.
