Overview
The City of Oxnard's Community Development Department is seeking an Engineer Division Manager to join the team.
WHAT YOU'LL DO- Reviews maps including parcel maps, tentative maps, final maps, record maps, official maps and surveys, lot line adjustments, corrected and amended maps for compliance with the State of California Sub-Division Map Act, and makes recommendations to the City Engineer.
- Coordinate with the City Land Surveyor for the required review and approval of land surveying work product, including maps, legal descriptions, and exhibits prior to recordation.
- Review and perform plan reviews of subdivision improvements, development plans, soil and geotechnical reports, and structural calculations.
- Review for compliance conditions of approval for all subdivision improvements and proposed developments, and make recommendations to the City Engineer.
- Review and approve corrected plans.
- Supervise inspection and engineering personnel, including training, conducting personnel evaluations, and recommending disciplinary action.
- Provide information regarding subdivision and site development program procedures, required submittals, plan processing and inspection to interested parties.
- Prepare, review, and coordinate insurance and bonding requirements for subdivisions and land divisions.
- Coordinate work with engineers, contractors, architects, property owners, developers, and City staff from other departments.
- Confers with developers, consulting engineers, contractors and the public on questions, revisions, and progress of projects.
- Review and assist right-of-way and easement deed preparation.
- Develops requirements for tract maps and land divisions.
- Assist with the preparation, implementation, and monitoring of City Standards.
- Provide comments and conditions of approval on planning applications for entitlement.
- Assist with the issuance of grading and encroachment permits for land development projects, including calculating and processing permit fees.
- Perform field inspections on construction projects to ensure compliance with contract requirements.
- Review title reports, background deeds, map information submitted by surrounding properties, closure calculations, and perform research.
- Research publications and industry information sources.
- Prepare special engineering studies and reports.
- Attend various staff and regional technical advisory meetings.
- Provide technical and professional assistance/support to other City departments and divisions, Planning Commission, and City Council as necessary.
- Acts for the City Engineer in his/her absence.
This class is the seventh level in an eight-level Engineering Series devoted to providing professional engineering review, management, and oversight of inspection and construction administration for land development projects within the City of Oxnard Community Development Department. Incumbents provide supervision and management of engineers and technical staff for all aspects of land development projects. As assigned, work may include reviewing and approving improvement plans, supervising construction throughout the land development inspection team from conception to close-out;
processing fees and issuing permits; reviewing field problems and processing revisions; managing engineering review process; providing technical review for projects; serving as the City (owner) key staff contact for architects, engineers, consultants and outside agencies; managing work assignments, project scheduling and budgets; providing design review comments, reviewing specifications and drawings; inspecting job sites as required; enforcing standards and procedures; preparing conditions of approval;
reviewing and approving change orders; attending and/or facilitating meetings; researching and compiling complex information and preparing complex reports; attending public meetings and making public presentations; assisting in budget preparation; maintaining project records; and coordinating with outside entities.

This classification is distinguished from the Senior Engineer in that it provides management of complex, sensitive and/or citywide projects and may provide direct supervision of engineers and technical staff.
Supervision Exerted / Supervision ReceivedAs assigned, incumbents supervise professional, paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
