DISTRICT OFFICE ENGINEER Job Description and Duties

Under the direction of the Design Engineering Services Manager, a Supervising Transportation Engineer, CT, the Senior Transportation Engineer is responsible for supervising staff and directing the operations of the Office of District Office Engineer in Division of Design.

Supervises and coordinates the preparation of quality final plans, specifications and estimates (PS&E) for all projects, i.e., Major, Minor A and Highway Maintenance projects. Ensures compliance with State and Federal statutes dealing with construction contracts. Coordinates project schedules and delivery with other divisions. Coordinates with Division of Engineering Services‑Office Engineer for advertise and award of quality projects. Recommends approval to District Director on all aspects of contracts processed under the Authority to Advertise District Delegation (AADD).

Provides in‑depth comprehensive reviews of all technical documents related to delivery of quality PS&E packages for ready to list (RTL).

Ensures that all documents are of a professional level and are in conformance with departmental policies. Provides technical advice and procedural guidance to subordinate engineering staff.

Attends Contract for Delivery Status Meetings and performs Task Management activities relevant to resource expenditures and adherence to the project capital and support budget.

Eligibility for hire may be determined by your score on the SENIOR TRANSPORTATION ENGINEER, CALTRANS exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

While at the base of operation, employee will work in a climate‑controlled office under artificial lighting. Employee may also be required to occasionally travel and perform field investigations and may be exposed to moving traffic. Employee may be exposed to dust, dirt, noise, uneven surfaces and/or extreme heat or cold. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’ current telework policy.

While Caltrans supports telework, in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. Employees may be required to conduct business travel on behalf of the Department or commute to the assigned Headquarters location. Business travel reimbursements consider an employee’s designated Headquarters location, primary residence, and may be subject to California Department of Human Resources regulations or applicable bargaining unit contract provisions.

All commute expenses to the Headquarters location will be the responsibility of the employee.

Desirable Qualifications

Must have knowledge of various phases of transportation engineering; the missions, goals, laws and rules implemented by the Department; principles of personnel management and supervision; and a supervisor’s role in meeting the objectives of the Equal Employment Opportunity, Health and Safety and Labor Relations programs.

Must have ability to plan and direct the work of others; analyze situations and adopt an effective course of action; communicate effectively orally and in writing. Must have the ability to analyze situations and adopt an effective course of action; evaluate engineering reports, plans and specifications.

Must be able to analyze proposals made by others, identify possible impacts and recommend mitigation measures to provide the most effective solution to an identified need.
