OverviewUnder the direction of the Branch Chief within the District 11 Division of Planning and Local Assistance, the incumbent works independently as an interdisciplinary team member at full‑journey person level. The role focuses on complex planning tasks that integrate social, economic, environmental, transportation, and land‑use factors to support a balanced, multimodal State transportation program. Key duties include leading the development and implementation of Project Initiation Documents (PIDs) and associated reporting tools, data‑management practices, and the PID program.
The role also assists in developing the State Highway Operation Protection Program (SHOPP) 5‑year plan and related activities. Additional assignments may include regional, multimodal, community, state, freight, active transportation, health, climate‑change, air‑quality, program‑project planning, Native American consultation, modeling, geospatial data analysis, and economics projects as directed by the Office Chief (PPM).
- Develop, implement, and maintain PIDs and related workload reporting tools.
- Assist in the creation and upkeep of the SHOPP 5‑year highway protection plan.
- Lead interdisciplinary planning efforts that integrate social, economic, environmental, transportation, and land‑use considerations.
- Perform advanced data‑management and analysis tasks.
- Collaborate with diverse stakeholders, including Native American groups and community partners.
- Support regional, multimodal, freight, and active transportation planning initiatives.
- Apply statistical and GIS software such as SPSS, ArcGIS, AutoCAD, Excel, Adobe, and Tableau.
- Education:
Bachelor’s degree or higher in Transportation Planning, Civil Engineering, Urban Planning, or a related field. - Experience:
Proven track record in transportation planning, project development, and implementation. - Knowledge:
Understanding of statewide planning processes, TOD, and multimodal transportation systems. - Technical:
Proficiency with SPSS, ArcGIS, CAD software, Microsoft Office, and related productivity tools. - Communication:
Ability to work with stakeholders at all professional levels and diverse backgrounds. - Eligibility:
Must be on the state examination list for the Associate Transportation Planner exam.
- Experience with climate‑change mitigation and air‑quality considerations.
- Familiarity with Native American consultation processes.
- Knowledge of freight planning and regional system planning.
