Position OverviewThe County of San Mateo’s San Mateo Medical Center (SMMC) is seeking a highly qualified, experienced, and collaborative Disbursement Services Manager to provide operational leadership for the Medical Center’s Accounts Payable and Payroll functions. This is an exciting opportunity for an experienced financial professional to support a healthcare organization while ensuring effective fiscal stewardship, compliance, and customer‑focused service delivery. Under the general direction of the Controller, the Disbursement Services Manager plans, organizes, directs, and evaluates the activities of the Disbursement Services unit, comprised of the Accounts Payable and Payroll departments.
The incumbent is responsible for establishing internal controls, overseeing daily operations, interpreting regulatory requirements, and ensuring adherence to County fiscal policies, labor rules, and financial reporting requirements. The successful candidate will demonstrate strong leadership skills, technical expertise in disbursement operations, and the ability to work collaboratively with County Controllers Office, clinical departments, administrative teams, and external vendors.
- Plan, direct, and oversee the work of staff responsible for AP and Payroll processing and compliance.
- Develop, implement, and maintain disbursement‑related policies, procedures, workflow documentation, and internal control mechanisms.
- Ensure accurate and timely issuance of vendor invoice payments, payroll cycles, employee expense reimbursements, and monthly accounting reporting.
- Interpret and apply federal, state, and local laws related to payroll, vendor payments, wage reporting, and public‑sector fiscal practices.
- Monitor operational performance, analyze complex disbursement issues, and recommend and implement process improvements.
- Coordinate activities with Human Resources, Controller’s Office, County Payroll, Supply Chain, and SMMC leadership.
- Participate in audits, compliance reviews, and financial reporting activities as assigned.
- Develop and track operational metrics; prepare written reports and presentations for executive leadership.
- Select, supervise, train, mentor, and evaluate assigned staff.
- Support system enhancements and participate in testing, implementation, and optimization of financial technologies.
- Strong knowledge of accounting principles, payroll administration, accounts payable operations, internal controls, and audit readiness.
- Experience with public‑sector financial administration and reporting.
- Familiarity with Countywide administrative processes, organizational structure, and financial systems.
- Demonstrated ability to lead, plan, organize, and evaluate financial and operational functions.
- Proven skill in analyzing and interpreting financial regulations, policies, and procedures.
- Experience developing, implementing, and improving financial policies and business processes.
- Ability to prepare clear, accurate, and comprehensive financial reports and documentation.
- Collaborative working style with the ability to partner effectively across departments and with external stakeholders.
- Proficiency with financial systems and software, with the ability to adapt to new technologies.
- Excellent written and verbal communication skills.
- Strong analytical abilities, including performing financial analyses and reconciliations.
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
- At least three years of progressively responsible administrative, financial, or managerial experience in a public agency.
- Supervisory experience in Accounts Payable, Payroll, or accounting operations strongly preferred.
Education and Experience
- Three years of increasingly responsible experience performing a wide variety of administrative, financial, managerial or automation duties in a large, complex public agency.
