The Human Services Agency (HSA) is seeking a qualified Homeless Programs Analyst (Human Services Analyst II) to provide a variety of analytical and administrative services for assigned programs, including program and fiscal planning, contract monitoring, program evaluation, negotiating and writing contracts and grants, administering grants, data analysis, coordinating projects, developing policies and procedures, providing technical assistance, and acting as liaison to other County departments and partnering agencies.

Key responsibilities include:

  • Conducting program and fiscal planning, contract monitoring, and program evaluation.
  • Negotiating and writing contracts, RFPs, grant applications, and reports.
  • Administering grants and managing grant tracking and reporting.
  • Analyzing data and creating reports or dashboards.
  • Project management, including creating project documents, tracking status, and conducting follow‑ups.
  • Providing technical assistance to contractors and service providers on standards and best practices.
  • Coordinating volunteer projects and community involvement, such as the bi‑annual One Day Homeless Count.
  • Acting as liaison with community organizations and other stakeholders.
Competencies
  • Experience in contract development and monitoring, planning and coordinating projects.
  • Experience in grant administration.
  • Experience in service program design, process review, use of data for performance improvement, and evaluation of outcomes.
  • Knowledge of technological systems used to administer programs and generate data reports.
  • Working knowledge of social and economic issues affecting low‑income children, families, and communities.
  • Strong interpersonal, facilitation, analytical, public speaking, and project management skills.
  • Excellent oral and written communication, collaboration, and customer‑service orientation.
  • Ability to work independently with minimal supervision and collaboratively as part of a team.
  • Proficiency with Microsoft Windows and the Office suite (Word, Excel, PowerPoint).
  • Cultural competence in working with diverse communities.
  • Bachelor's degree in social service, public health, policy, or public administration strongly preferred.
  • Master's degree preferred.
  • Understanding of safety net programs, homeless prevention services, and related regulations is preferred.
Qualifications

Education and Experience:

Any combination of education and experience that likely provides the required knowledge, skills and abilities. A typical way to qualify for a Human Services Analyst II is two years of experience performing journey‑level administrative and analytical duties in a human‑services or related agency.

Knowledge of
  • Principles and practices of public administration.
  • Principles and practices of the specific program area to which assigned.
  • Principles and practices of contract development, negotiation, and monitoring.
  • Principles, practices, and techniques of administrative and programmatic research and analysis.
  • Applicable federal, state, and local laws, rules, regulations, and County program policies and guidelines.
  • Computer applications related to the work.
  • Office administrative practices and procedures, including records management and standard office equipment.
Skills / Abilities
  • Develop and evaluate proposals; negotiate contracts and agreements.
  • Develop, monitor, and analyze budgets and program performance.
  • Plan, coordinate, and implement administrative and programmatic research and analysis.
  • Analyze, interpret and apply various regulations and requirements.
  • Train staff and provide technical and programmatic assistance.
